UN Watch’s Leon Saltiel (right) participated at this week’s conference Abuja, Nigeria, August 26, 2008 — Geneva-based human rights group UN Watch expressed alarm over the declaration adopted today by an African regional meeting in Abuja, Nigeria, which will now shape the UN world conference on racism to be held in April. “The declaration (CLICK FOR TEXT) fails to address racial and ethnic crimes committed by Sudan, tramples international human rights guarantees on free speech, places Islam above all other religions, and targets Israel alone, implying that it is uniquely racist,” said UN Watch executive director Hillel Neuer. “Regrettably, Durban II is looking more and more like the original Durban debacle of 2001.” The stated objectives of the African regional conference, which opened Sunday and closed today, were to review regional implementation of the 2001 Durban declaration, and map the way for the UN’s Durban Review Conference on racism set for Geneva in April. But the declaration adopted today “failed to review any African country’s actions, and its inflammatory provisions now threaten to derail the world conference in April,” said Neuer. The Canadian government is boycotting the April meeting and its preparations, saying it will “not be party to an anti-Semitic and anti-Western hatefest dressed up as an anti-racism conference.” French President Sarkozy and cabinet ministers from Britain and the Netherlands have warned that a breach of red lines could also trigger their boycott of the 2009 meeting in Geneva. French Minister Rama Yade repeated the caution in a statement this month to the French parliament. “By failing to review the performance of African countries on racism and related intolerance, the conference is ignoring its primary mission, and squandering a golden opportunity to help Africa’s many victims of racism and xenophobia,” said Neuer. “Apart from UN Watch’s plenary speech on Sunday, neither the conference nor its final declaration addressed the Sudanese government’s crimes against humanity in Darfur, including the ethnic killings of at least 200,000 black Africans, mass rape, and the displacement of over 1 million men, women and children,” said Neuer. When UN Watch representative Leon Saltiel addressed the Darfur atrocities in his speech to the Abuja conference on Sunday, Sudan immediately interrupted with an objection — supported by Algeria and Morrocco — and chairman Martin Uhomoibhi of Nigeria ruled that country situations could not be mentioned. “Moreover, the text fails to review the xenophobic attacks that recently broke out in South Africa — the leading organizer of the Abuja meeting and the overall Durban process — where foreigners, notably from Zimbabwe and Mozambique, were targeted in May during a wave of anti-immigrant attacks in which at least 62 were killed and tens of thousands were displaced,” said Neuer. “Nor does the text review the ethnic crimes in Kenya this year that killed 1,000 people, displaced another 600,000 and burnt down 40,000 buildings, in an outburst of tribal bloodletting. Millions of African victims of xenophobia — present and future — are ill-served by the conference’s grant of impunity for racial or ethnic crimes committed in African countries.” The new text calls upon states to avoid “inflexibly clinging to free speech in defiance of the sensitivities existing in a society and with absolute disregard for religious feelings.” Other provisions in the text on “incitement to religious hatred,” said Neuer, “mirror efforts by Islamic states at the UN Human Rights Council to insinuate Islamic anti-blasphemy prohibitions into international law. Yet UN expert on religious freedom Asma Jahangir and other international human rights experts have expressly opposed ‘defamation of religion’ resolutions, which seek to alter international human rights law by defining religions — instead of individuals — as the bearers of rights.” The declaration’s attack on free speech contravenes the Article 19 guarantee of freedom of expression of the Universal Declaration of Human Rights, whose 60th anniversary the UN will be celebrating next week with a major gathering at UNESCO headquarters in Paris. (At the event, UN Watch will be chairing a NGO panel discussion on the UN Human Rights Council.) “The language goes far beyond the recognized norms for balancing prohibitions of racial hatred with respect for free speech, which is the lifeblood of democracy. If the right to express one’s beliefs — to question the dogmas of the day in society, law, politics, art, science, and, yes, religion — is to be restricted by the ‘feelings’ and ‘sensitivities’ of others, this will mark the end of free speech as we know it,” said Neuer. The text’s special emphasis on Islamophobia (paragraph 20) “seeks to impose a hierarchy of religions, placing adherents of Islam above all others,” said Neuer. “This is contrary to the basic principles of equality enshrined in the UN Charter and the Universal Declaration of Human Rights, and undermines the very premise of the global struggle against racism.” The declaration makes only one reference to a country situation, “reiterat[ing] its concern about the plight of the Palestinian people under foreign occupations.” Neuer asked, “Why is a non-African situation mentioned in a declaration about Africa, one that references neither Sudan’s racist killings, nor any other country in Africa?” “The special reference to the Palestinian issue implies that Israel is practicing racism. This reverts to the discredited rhetoric of the UN’s 1975 “Zionism is Racism” resolution, sponsored by the Soviet and Arab blocs, which was repealed by the United Nations in 1991, and which has since been repudiated by its highest officials,” said Neuer. “Portraying Israel’s conflict as racial is more than political mischief; it’s an attempt to dehumanize Israelis and their supporters as uniquely evil. We regret that African states today allowed the extreme political agenda of certain Middle Eastern governments to undermine their legitimate cause.” The UN, however, today tried to offer a different interpretation. “It is only one paragraph that mentions the Palestinians, so the interest of Israel was never badly damaged,” Ibrahim Wani, from the office of the U.N. High Commissioner for Human Rights, told Reuters, after the 3-day talks in Abuja. UN Watch participated at the African conference as an international non-governmental organization. Thank you, Mr. President. We assemble here in the Nigerian capital of Abuja, in the heart of Africa, to discuss how to fight racism, and to prepare for the Durban Review Conference that will take place in April 2009. That I have come here from afar is testament to the great importance that UN Watch attaches to the African cause, to the global struggle against racism, and to the outcome of this gathering. Mr. President, UN Watch has always stood in solidarity with the African people in their struggle for human rights, equality and freedom. A half century ago, UN Watch founder Morris Abram was a leading advocate in the American civil rights movement led by Reverend Dr. Martin Luther King. It was Mr. Abram who won the 1963 U.S. Supreme Court case that recognized African-American voting rights, under the principle of “one person, one vote,” and who went on to head the United Negro College Fund. In 1993, guided by the same vision of human rights and equality, Morris Abram founded UN Watch. Since then, we have been a leading voice at the United Nations for victims of persecution—for Africans in places like Darfur and Zimbabwe, as for millions of other victims of racism and intolerance around the world. Mr. President, It is with this legacy, and with these principles, that UN Watch urges this conference to rise to the occasion. Let this African gathering give voice to all who suffer from racism, persecution and intolerance. Let us promise that the crime of slavery shall never be forgotten. That men and women everywhere should be treated with basic dignity and equality. Let us be true to the universal principles of human rights that underlie the struggle against racism. Mr. President, We will only advance toward these goals if we stay on the true path—by avoiding dangerous diversions, and by remedying the wrongs of the past. We must prevent a recurrence of the foul actions of 2001, which paradoxically turned a conference on racism into a platform for racist hatred and anti-Semitism. Let us oppose the campaign by certain governments and lobby groups to distort the language of human rights for a narrow and extreme political agenda, which only distracts from and harms the African cause. Let us ensure that our outcome document—which will influence the final declaration of the April conference in Geneva—will neither single out nor demonize any country or people. Finally, let us keep this conference a serious one. Its credibility is at stake when countries preach one thing while blatantly practicing the very opposite. Consider, for example, the official submission of Libya that is before us today. The Libyan government speaks of racism against the African people and how it confronts, and I quote, “[a] new form of racism related to house helpers [and] (maids).” Yet just last month, when Mr. Hannibal Qaddafi was arrested in Geneva for the crime of beating his African maid and African house-helper, [At this point in the speech, Sudan interrupted with an objection, supported by Morocco and Algeria.] Libya fully supported his actions. Worse, Libya then punished one of these African victims by kidnapping his mother. With this same country being the chair of the committee organizing the Durban Review Conference, what should the world think? Mr. President, The eyes of the world are upon us. When history is written, let it be recorded that in Abuja, in August 2008, the struggle against racism was advanced, and not harmed; promoted, and not politicized. We owe its victims—in Africa and around the world—no less. Thank you, Mr. President.
Writing in reply to a parliamentary question, Rama Yade, France’s Senegalese-born Foreign Affairs and Human Rights Secretary, warned that France will walk out of the UN’s Durban II process if it veers off track. “France will not maintain its participation at any price,” said Yade in her response published on August 5. “The President said at the dinner organized by CRIF, and the Secretary of State for Foreign Affairs and Human Rights herself said to the UN Human Rights Council: France will remain engaged in this process only if the review conference does not depart from its assigned objectives.” Read More…

By M K Bhadrakumar Global Research, July 18, 2008 Last week, the gloves finally came off the Dmitry Medvedev presidency in Russia. It had to happen sooner or later, but few would have expected this soon. It was crystal clear US President George W Bush administered a diplomatic snub to Medvedev on the sidelines of the Group of Eight (G-8) summit meeting at Hokkaido, Japan. Bush characterized him patronizingly as a “sharp guy” soon after they met in Hokkaido on July 9, but that was after making sure Secretary of State Condoleezza Rice proceeded to Prague and signed a deal just the previous day to install a US radar system as part of its missile defense system in Central Europe. If Medvedev’s core mission in Hokkaido was to underscore Russia’s growing role in the world arena as a power with which the West has to contend, Bush acted as if he couldn’t care. The US was also plainly dismissive of Medvedev’s proposal at the G-8 for a pan-European security system that would include Russia. Medvedev expressed his “dismay” on hearing about the Prague deal. As if to rub in the snub, Rice proceeded from Prague to Bulgaria, where the US has for the first time established a military base, and then on to Georgia to discuss its plans of joining the North Atlantic Treaty Organization (NATO). While in Tbilisi, she called for international mediation to stop violence spilling over in Georgia’s beakaway regions of South Ossetia and Abhkazia, which have been sources of rising tensions, with Georgia accusing Russia of trying to annex the regions. To carry matters further, the US began a joint military exercise with Georgia codenamed Immediate Response 2008, near Tbilisi, which will continue through the month of July. The exercise, financed by the Pentagon and planned by the US Armed Forces Eastern Command, is intended as a warning to Russia that Georgia is America’s project and Washington wouldn’t hesitate to do some heavy lifting to safeguard the “Rose Revolution”. On the face of it, such hubris is illogical and unnecessary since the West should have every reason not to embarrass Medvedev. The West has been propagating in recent months that the youthful Russian president is a potential independent decision-maker in the Kremlin with whom it could do business - unlike his predecessor, Vladimir Putin. Reflecting US thinking, Carnegie Moscow Center scholar Dmitri Trenin wrote recently that the West noted “Medvedev’s quick-wittedness, his calm style of conducting talks, and his clear desire to show that he is the one who is the real master of Russian diplomacy … There are much greater grounds for expecting that Dmitry Medvedev … will slowly but steadily concentrate powers in his own hands.” Clearly, what has been going on for the past few months on the East-West stage is one of those pantomimes that the West and Russia are equally adept at playing. But the US seems to have concluded that all the Western flattery about him hasn’t really gone to Medvedev’s head and he has merely been demonstrating his own skill in dramatics. Actually, nothing much has changed in Russia. The polls show Putin, now premier, is still seen by Russians as their “supreme leader”, with a popularity rating coasting above 70% - with Medvedev stuck at 47% - and the truth might be somewhere near what a Moscow commentator recently sized up, namely, that Medvedev is a co-pilot in the cockpit in which Putin remains the captain. Besides, Medvedev would know that even if he wished to be the European modernizer and G-8 club member that the West wanted him to be, he would find himself hopelessly at odds with his country. According to a poll last week by a Russian television network, the symbol of renewal of present-day Russia turns out to be none other than Josef Stalin. By a substantial margin, Stalin left behind two colorful Vladimirs - the singer Vladimir Vysotsky and the revolutionary Vladimir Lenin - and a host of other perennial Russian heroes like Ivan the Terrible and Alexander Pushkin. Indeed, when Medvedev signed last Saturday a new foreign policy strategy for Russia, it came to light that for the first time the prime minister has been put in the driving seat to implement foreign policy measures - hitherto a presidential prerogative - which also shows that the Kremlin will pursue the line set by Putin in his eight-year presidency. The vague and somewhat incomprehensible expectations that there might be of some kind of “liberalization” in Medvedev’s foreign policy have proved to be unfounded. But Moscow hasn’t taken lightly the US snub. In an address to Russian envoys in Moscow on Tuesday, Medvedev unambiguously stated his intention to continue Putin’s foreign policy course, criticizing the US moves on missile defense deployment, the West’s failure to ratify the revised Treaty on Conventional Armed Forces in Europe, Kosovo’s independence, etc. He said, “We strongly affirm that the deployment of elements of the global missile defense in Eastern Europe only exacerbates the situation … we will be forced to respond to it in kind … “This is linked to Russian-American agreements on strategic stability. Obviously, this common heritage will not be able to survive if one party is permitted to selectively destroy individual elements of this strategic regime. We cannot agree to that.” According to the noted German expert on Russia, Alexander Rahr, last week’s Russian veto on the United Nations Security Council draft resolution on Zimbabwe was also a response to the US move on missile defense. “China’s opposition is easy to understand as it has many economic interests in Zimbabwe. Russia has none. Russia’s veto is a response to the missile shield, to Abkhazia and to many other things … Russia is trying to show that America cannot decide everything,” Rahr said. The Russian veto generated a new American theme song that Medvedev isn’t calling the shots in the Kremlin and might have got slapped down on Zimbabwe. But Moscow brushed aside the suggestion. The Foreign Ministry issued a statement calling the draft resolution on Zimbabwe “a dangerous precedent … illegitimate and dangerous, leading towards unbalancing the whole UN system”. The statement rebuked Washington and London, saying, “Russia took into account the fact that the situation in Zimbabwe does not pose a threat to regional, let alone international peace and security and does not warrant adoption of sanctions against that country.” Again, on Monday, Moscow announced that for the first time since the breakup of the Soviet Union in 1991, Russian warships were resuming patrol of the Arctic waters. In effect, Medvedev signaled he was maintaining the course of expanded military patrols begun by Putin. Why such a sudden quickening of the tempo in US-Russian relations? The answer might be found on an entirely different plane - energy security. ***What emerges is that if anything, Medvedev is pursuing Russia’s energy diplomacy more robustly than Putin. Soon after taking over in the Kremlin in May, Medvedev ordered the expeditious completion of the first stage of the Eastern Siberia Pacific Oil Pipeline (ESPO) by end-2009. The ESPO has a vital role in Moscow’s efforts to balance its oil export strategy between Europe and Asia-Pacific. Moscow hopes to target Asia-Pacific as the export destination for one-third of its oil exports by 2020, as compared to 3% currently.*** ***In early July, Medvedev undertook a diplomatic tour of the Caspian region, covering Azerbaijan, Turkmenistan and Kazakhstan. In Azerbaijan’s capital Baku, he made a stunning offer that Russia was prepared to buy Azerbaijan’s entire gas output at market prices. In Ashgabat, he shored up Turkmenistan’s commitment to the modernization of the Central Asia-Center Pipeline and the construction of a new littoral Caspian pipeline.*** ***Medvedev succeeded in prevailing over competing European and US rivals in the struggle for Turkmen gas. He further ensured that oil and gas from Turkmenistan and Kazakhstan will not bypass Russia. But what has truly incensed the Bush administration are Gazprom’s dramatic inroads into Africa.*** ***Russian giant Gazprom, the largest extractor of natural gas in the world, has announced plans to build a pipeline across the Mediterranean to pump Libyan gas to Europe. This is the final lap of a Kremlin strategy that involves Gazprom handling the entire output of Libya’s gas, oil and liquefied natural gas (LNG) designated for export to Europe and the US.*** Look at Gazprom’s terse announcement in Moscow on July 9, “The Libyan side positively evaluated Gazprom’s proposal to buy all future volumes of gas, oil and liquefied natural gas assigned for export at competitive prices.” Now, Washington gingerly allowed the re-entry into the “international community” by Muammar Gaddafi, Brotherly Leader and Guide of the Revolution in Libya, on the basis of clear understanding. Western statesmen from British Prime Minister Gordon Brown to French President Nikolas Sarkozy and former Italian premier Romano Prodi queued up to climb the window of business opportunity opened by the Bush administration. And then Putin visits Tripoli in April, less than a month before he left office, and the two erstwhile colonels decided to jointly handle all of Libya’s energy resources. ***And Gazprom seeks to buy exploration licenses in Nigeria and proposes to build a pipeline from there to Algeria, and with Algeria, Gazprom is developing a proposal on “joint” marketing of gas in Europe. US officials have gone ballistic. “The monopolistic Gazprom is behaving like a monopolist does. It tries to gain control of the market as much as possible and to stifle competition.*** And that’s clearly what is going on,” thundered Matthew Bryza, US deputy assistant secretary of state for Eurasian affairs. “The Kremlin wants Gazprom to be a dominant force in global energy, and the dominant force in global gas. Tying up gas resources in Central Asia and Africa is part of that,” he added. The plan is for Gazprom to dominate “in every corner of the planet”, he alleged. Washington hit back by ensuring that Russian companies are left out in the cold from the 30 contracts for lucrative oil deals that Baghdad is awarding. It is a big blow for Russia. In February, Moscow had written off US$12 billion or 93% of Iraq’s debt to Russia in a move that was widely seen as aimed to help Russian oil company LUKoil regain the Saddam Hussein-era rights to develop Iraq’s giant West Qurna-2 oil field. But under US pressure, the Iraqi government is now awarding West Qurna-2 to the US’s Chevron. The Kremlin didn’t show any anger, but coincidence or not, ***Gazprom chief executive Alexei Miller suddenly arrived in Tehran on Monday and discussed with Iranian President Mahmud Ahmadinejad the setting up of an organization of gas-producing countries. No doubt, with the Russian foothold in Libya (which has estimated natural gas reserves of 1.47 trillion cubic meters), in coordination with Algeria (which currently supplies over 10% of Europe’s gas supplies), Qatar (with proven natural gas reserves of 25.8 trillion cubic meters) and Iran (which has the world’s second-largest reserves after Russia), the time for a “Gas OPEC” is approaching.*** ***The Iranian leader also suggested to Miller a market-sharing arrangement so that Russia and Iran could “collectively meet the demands of Europe, India and China in the gas sector”. During the visit, an agreement was signed on the development of Iran’s oil and gas fields by Russian companies; on Russian participation in the transfer of Iran’s Caspian Sea crude oil to the Oman Sea; cooperation in the development of Iran’s fabulous North Azadegan oil field; and, possible participation of Gazprom in the planned Iran-Pakistan-India gas pipeline project. Evidently, Moscow took a deliberate decision to press ahead with Iran in energy cooperation in the full glare of world publicity in complete disregard of US displeasure. Tehran loved it.*** To quote a US expert, “Russia’s strategic interest in Iran implicitly underscores the futility of hopes that Moscow would cooperate with Washington in imposing meaningful sanctions on Iran. While Western European companies are moving out of Iran or suspending agreements for fear of US sanctions (which penalize investments of more than $20 million a year in Iran’s oil and gas sector), Gazprom is enlarging the already existing foothold.” Conceivably, the danger of losing out on the last energy frontier to Russia (and China) could be a factor in Washington’s policy shift on Iran talks. Washington calls the u-turn “a strong signal to the Iranian government that the United States is committed to diplomacy”. But according to The New York Times, Rice has decided to “test Iran’s willingness to consider an international package of incentives meant to coax Iran into making concessions on its nuclear program”. What we do not know is how close the Bush administration may be for involvement in Iran’s energy sector, which is an element in the so-called “international package of incentives”. (Halliburton, which Vice President Dick Cheney headed, was a very active player in Iran.) Few took note that when he formally bid farewell to the Gazprom board of directors at a ceremony in Moscow on May 27, Medvedev took immense personal pride in pointing out that during his eight-year stewardship, Gazprom’s capitalization skyrocketed by a factor of 46, and one fifth of Russia’s budget is today derived from Gazprom’s activities. He concluded, “I want to say in my turn that we will have the chance to see each other and discuss things in working meetings. So, nothing is coming to an end. It’s only the beginning.” —————- ***In sum, the past week’s flow of events in places as far apart as Prague, Hokkaido, Tbilisi, Harare, Tehran and the Arctic underscored that after a brief respite, the rivalries over energy security have revived with a ferocity that can rock the equilibrium of overall US-Russia relations. The situation will likely be exacerbated in the coming period. The geopolitics of energy security are a highly sensitive subject for the Bush administration, whose profound links with Big Oil are legion. It is a tremendous loss of face for the Bush-Cheney-Rice combine that Moscow is outwitting the US on the energy front.*** The strong possibility is that the Bush administration will press the pedal on multiple fronts on the Eurasian geopolitical landscape and create a fait accompli of US-Russian mutual antagonism for Senator Barack Obama, should he become president. The haste behind the Prague deal on missile defense smacks of such thinking. Almost certainly, Rice will press for a decision on the plan of action in respect of Georgia’s and Ukraine’s membership of NATO at the meeting of the alliance’s foreign ministers in December. The question, “Who is the boss in Russia?” doesn’t really seem to matter anymore. Ambassador M K Bhadrakumar was a career diplomat in the Indian Foreign Service. The world should halt the development of biofuel crops on arable land and instead boost agricultural production to solve the global food crisis and prevent “disaster”, the Malaysian and Indonesian leaders warned on Tuesday at the opening of a developing countries summit. Abdullah Badawi, the Malaysian prime minister, said the use of arable land for biofuels “should be stopped because such action will deepen the global food scarcity and further drive up food prices”. “We must not allow the zeal for energy security to come into direct conflict with the basic need for food production,” he told the Developing Eight summit in Kuala Lumpur.
“The idea is to reduce greenhouse gases and to wean themselves away from dependence on fossil fuels,” he said in his speech. “It is not a good idea: it has only worsened the global food crisis.” The leaders’ statements join a growing consensus that biofuel production has contributed more to soaring food prices than was thought to be the case until a few months ago. On Monday Britain hinted it might reassess its biofuel targets after a review by a former Environment Agency chief indicated that while there is probably enough land to meet agricultural needs until 2020, biofuels had contributed to rising food prices. The World Bank has expressed similar sentiments to the British report.
The president is now en route to Japan to meet with the G8 leaders on Wednesday. Indonesian officials said he would urge the G8 members to “share the burden” endured by developing countries in the face of soaring oil and food prices. Both Mr Badawi and Mr Yudhoyono stressed the need to find ways to boost agricultural production. Neither, however, mentioned whether they would halt, let alone reverse, their planned expansions of oil palm plantations. Indonesia and Malaysia are, respectively, the world’s largest and second largest producers of palm oil, which is becoming increasingly popular as a biofuel. Much of the development, particularly in Indonesia, has come at the expense of vast swathes of rainforest, which is widely considered to exacerbate climate change. Mr Badawi also took aim at the oil futures market, suggesting the international community “examine how [it] might be organised to assist in stabilising [oil] prices.” He said the summit should send a united message on how to confront the oil and food price crises. Analysts believe the D8 will struggle to reach consensus on what to do about high oil prices because it comprises both significant oil producers and consumers. The summit is also expected to approve a roadmap to strengthen cooperation between D8 members, particularly on intra-member trade. The aim is to boost this from the current figure of $60bn to $517.5bn within a decade. ### |

Different people have different views on ongoing killings. Are these genocide? Let’s sit down and talk - this while the killings go on daily. Neigh, there is no UN decision to go in and stop the killings but we preach that every individual has the responsibility to do what the Governments sitting at the UN refuse to do. Mr. Akasaka, a UN UnderSecretary-General, opened the meeting and said that fundamental human rights are the basis for the UN charter codified three years later in the Universal Declaration of Human Rights. He also told us that the Paris September 3-5, 2008 gathering of DPI and NGOs will deal this year with Human Rights as this is the 60th celebration of the signing of the Declaration. Mr. Akasaka said here something very important. The UN Charter governs relations between States - large and small; the Universal DHR guards the relations between human beings and the States - The INALIENABLE RIGHTS OF HUMAN BEINGS. And furthermore - on December 9, 1948, the day before the signing of the UDHR, The UN General Assembly adopted the Genocide Convention. Mr. Akasaka finished his introductory. left the place and Mr. Eric Felt took over. Mr. Felt introduced Mr. Jean-Marc Coicaud as moderator. He is the Head of the New York Office of the Tokyo based UN University. He wrote: an article “Meaning and Value of Political Apology” that he presented on May 23, 2008, at an earlier part of this two part series of the UN DPI Outreach Programme on Genocide related issues. That book was a product of the Tokyo office of the UNU Peace and Governance Program. So we see the UN relates Holocaust and Genocide to the future of humanity and the future of the UN - by first taking the step to recognize the wrongs of the past. On June 26 Dr. Coicaud made reference to that first round of these meetings, and said that the first session dealt with “Can Genocide be Prevented?” and he said that the answer was not clear. WHAT WAS MISSING WAS THE OPERATIONAL ANSWER - how to achieve results in operational terms. He expressed the hope that in this second session we might come up with an answer - and that would be an achievement. We clearly blessed on his hope, but we, honestly, do not expect such a thing from the UN - though clearly, an institution like the UN University should be allowed to point fingers and say just that - the UN does nice talk sometimes, but is short of actions most of the time. The world cannot do just with talk and demands actions - so one must think of reforming the UN so it would act when action is warranted. Mr. Felt added to Mr. Coicaud that there is an individual as well as a collective responsibility to prevent genocide. Now, the first presentations by the Holocaust Remembrance institutions. First to make the presentation was Mr. Robert Rozett, Director of Libraries at Yad Vashem in Jerusalem, Israel. He presented cases of rescue in the hope we can learn from actual happenings. He said that we are trained to look at rescue in the form of a cavalier on a white horse, but in the Holocaust we look mostly at neighbors, at the Pope, at people as individuals. (a) the rescue of Aron Wolff and his family by a neighbor in Carpathia at Scoll. In this case it was a man who was once helped by a loan. Swisten remembered that deed and came to help now without doing this for money. In the end of the war Swisten was killed by another neighbor because he helped a Jew. (b) the case of Rabbi Weissmandel who tried to get the Vatican to help with the Slovak government. His argument was to create labor camps right there in Slovakia rather then send the Jews to Poland for working camps there (this as in the euphemism for the extermination camps in Poland). His idea would benefit the slovaks he said. Eventually 60,000 Jews were deported - 30,000 stayed. August 1944, Weissmandel himself and his family were in a car to go to Auschwitz, but was allowed to stay and had to leave his family in the railroad car. He was smuggled to Switzerland to continue his rescue efforts but never forgave himself for leaving his family to go to their death. (c) the case of a little boy saved by a dog while the farmer who knew the boy was in the dog-house never took a stand - not for the boy nor against him. The dog stood guard for the boy and not just shared his food with him, but actually let him eat first. The lesson here is about the ethics of the dog vs. the ethics of humanity {just go and tell this today to those committing genocide in Africa, Bosnia, or to the likes of Ahmedi-Nejad}. Here, Mr. Joseph Rubagumya, now with the School of International Public Affairs of Columbia University, originally from Rwanda, told about his own experience from Africa’s wars of extermination. His family left first from Rwanda in 1960 to Congo, then to Uganda,Sierra where they worked on a coffee plantation. He returned in June 1994 to Rwanda and everything they had was from cans sent in from donors. Eventually people from an NGo helped him get a scholarship to the US. Further material about Rwanda was distributed at the entrance to the room. It spoke about “Never Again” and the “Responsibility to Protect: Who is responsible for protecting vulnerable peoples?” It also had a couple of pages about “Sexual Violence: A Too of War.” It extolled “Supporting Survivors” and paragraphs about the various International Criminal Tribunals. The third speaker was a lady with experience at many of these International Criminal Tribunals - Sierra Leone, Cambodia ….Ms. Daphna Shraga is Principal Legal Officer in the UN Office of Legal Affairs. She seems to be a top lawyer and the crispness of her presentation was in itself a demonstration how tough it is to do justice in a warped UN system. The UN recognizes as punishable crimes of genocide if bodily and mental harm are committed and killings if it is an act by one group against another by reasons of religion or ethnicity, but excepts if harm is done because of political or cultural differences. So, the genocide convention refers only to racial, ethnic, religious differences. Prevention and Punishment are two different notions. If punishment prevents - this is only for next cycle of violence - and obviously the violence was not committed yet - so this is something that does not come under the convention. These strange principles were established at Nuremberg - that the individuals are responsible because states are abstract entities that do not commit crimes. The responsibility thus falls on individuals. The genocide is about the fact that one is born into the group - this is why political and cultural reasons are not included. In the case of Bosnia-Herzegowina - the Serbs against the Muslims - there was killing of the young only - not the whole group - the argument was that this does not constitute by definition genocide! As no other crimes come under the statute except crimes a defined genocide by that statute - these crimes were not punishable. In 2007 the International Court of Justice made the judgement that if the individual is made responsible it is still the responsibility of the State - also because the State did not prevent or punish the crime. Srebeniza was a special case as here there was enough evidence that genocide was committed against a whole group - basically - here all men were killed - not just young ones. Is there an obligation of all States to prevent genocide in any State? Even though it was decided already that the obligation extends from the State were it was started - the prevention is to be obligatory to those outside that State. {we had here a belly full of doubts about much of what was said - legalistics aside. What is culture if not a combination of ethnicity and religion? How can one exclude crimes against people because of their culture? Albeit, it is obvious that the Soviets and China had no interest in safeguarding rights of politics and culture in those dingy days of post San Francisco negotiations, but should not the UN step in and straighten this mess out today?). Presentations four and five take us back to the Holocaust. Both presenters part of the Washington DC US Holocaust Memorial Museum. Ms. Bridget Conley-Zilkic, the director of the Committee on Conscience, who stated that there is a commitment that the memory is tied to action today - Agitation, Memorialization and Conscience are the three committees in the Museum. Mr. Larry Swaider, Chief Information Officer at the Museum stepped in explaining the communication technology he use at www.ushmm.org a website with 17 million uniques/year coming from 100 countries. He uses now GoogleEarth and can see villages being burned. Looking at what happens today in the world he can see people fleeing when he picks at following a particular person. there is today the possibility to use “World of Witness” - a Geo-blog. Also some book clubs, like Oprah’s do follow genocide. The sixth and last presentation was by the honorable Edward C. Luck, Now on leave from his position at Columbia University, he is Director of Studies at the International Peace Academy and is and was Special Adviser to the last two UN Secretary-Generals. He was also a President of the UN Association of the US. His Focus is on the obligations that come under the Responsibility To Protect and he was involved with former UNSG Kofi Annan in getting this concept accepted by the UN. So, no wonder that his topic was about the Responsibility of the State to Protect its Citizens. He started by saying that he is sorry Mr. Akasaka is not in the room anymore. This because he wanted to set the record straight on a very important issue. He said that the Holocaust was not mentioned in San Francisco of 1945. The Holocaust teaches us that genocide today is not just about Africa - it is about anywhere. just think what one of the most advanced nations - Germany - did. It can thus happen in a most advanced country in Europe - it can happen anywhere. There are now policy tools, institutions, and individuals themselves that can make a difference. Mostly - there is now a responsibility to try. To recognize what is happening and to do something. In Darfur we see a response. 1998 - 1999, Kofi Annan, with the help of Canada worked on this and came up with the R to P idea in 2001. Responsibility to Protect is not the enemy of Sovereignty because States were created with the responsibility to protect their citizens. The international community has the responsibility to assist the State. Not to punish the State when they failed, but to help them solve the internal problem. When they fail - there is a responsibility to use diplomacy and help. Here Prof. Luck brought to his help front page recent news - the Kenya case when Kofi Annan went in recently to mediate between the two warring factions. Another not so distant case was the dilemma the US had in how do you prevent WWIII with the USSR and all those economic and social issues that came up? The US did not pay enough attention to those issues - only to the National Strategic side. Ms. Daphna Shraga pointed out that there is this concept that the UN is immune - but it is for the member states to evoke the UN immunity in court. To this Prof Luck said that there is also something like a Court of Public Opinion. Yad Vashem found very strong interest in China - this also because of receptivity from their own experience at Nanjing. Young audiences in China are interested in how the memory of the Holocaust is kept alive. The task is to keep good documentation of what has happened and such documentation is being organized now in China. ### |

American Occupation at the Pump: Is $250 a Barrel Oil on Its Way? It’s time to ask whether the U.S. military should have anything to do with American energy security. Think of Miller’s sobering prediction as, at least in part, a result of the Bush administration’s attempt to “secure” the Middle East and the oil-rich Caspian basin by force in two failing wars (and occupations). Now, imagine for a moment, what his price scenario might be if, as journalist Jim Lobe — never one to leap from rumors to sensational conclusions — recently suggested, forces in the Bush administration (and in Israel) in favor of launching an air campaign against Iran are gaining strength. Just the suggestion last week by Shaul Mofaz, an Israeli deputy prime minister, that an attack on Iran is “unavoidable” if that country doesn’t halt its nuclear program — “If Iran continues with its program for developing nuclear weapons, we will attack it. The sanctions are ineffective.” The talk helped send the price of crude oil soaring. Imagine what an actual air attack might do. You know that old joke: military justice is to justice as military music is to music; well, someday, not so far into the future, a similar, though far grimmer joke, is likely to be made about Washington’s attempts to secure the U.S. oil supply by military means. In the meantime, Garrisoning the Global Gas Station - Challenging the Militarization of U.S. Energy Policy. American policymakers have long viewed the protection of overseas oil supplies as an essential matter of “national security,” requiring the threat of — and sometimes the use of — military force. This is now an unquestioned part of American foreign policy. On this basis, the first Bush administration fought a war against Iraq in 1990-1991 and the second Bush administration invaded Iraq in 2003. With global oil prices soaring and oil reserves expected to dwindle in the years ahead, military force is sure to be seen by whatever new administration enters Washington in January 2009 as the ultimate guarantor of our well-being in the oil heartlands of the planet. But with the costs of militarized oil operations — in both blood and dollars — rising precipitously isn’t it time to challenge such “wisdom”? Isn’t it time to ask whether the U.S. military has anything reasonable to do with American energy security, and whether a reliance on military force, when it comes to energy policy, is practical, affordable, or justifiable? How Energy Policy Got Militarized: The association between “energy security” (as it’s now termed) and “national security” was established long ago. President Franklin D. Roosevelt first forged this association way back in 1945, when he pledged to protect the Saudi Arabian royal family in return for privileged American access to Saudi oil. The relationship was given formal expression in 1980, when President Jimmy Carter told Congress that maintaining the uninterrupted flow of Persian Gulf oil was a “vital interest” of the United States, and attempts by hostile nations to cut that flow would be countered “by any means necessary, including military force.” As a result, the U.S. military has come to serve as a global oil protection service, guarding pipelines, refineries, and loading facilities in the Middle East and elsewhere. According to one estimate, provided by the conservative National Defense Council Foundation, the “protection” of Persian Gulf oil alone costs the U.S. Treasury $138 billion per year — up from $49 billion just before the invasion of Iraq. { we were present at the CFR when that report was released and asked about the need of disengaging from oil because of Global Warming/Climate Change issues. That was considered an unfriendly queation in that environment. We made ourselves unwanted at the CFR seemingly because we never got invited since - so be it.} The Pentagon as Insecurity Inc. These views, widely shared, then and now, by senior figures in both major parties, dominate — or, more accurately, blanket — American strategic thinking. And yet the actual utility of military force as a means for ensuring energy security has yet to be demonstrated. Keep in mind that, despite the deployment of up to 160,000 U.S. troops in Iraq and the expenditure of hundreds of billions of dollars, Iraq is a country in chaos and the Department of Defense (DoD) has been notoriously unable to prevent the recurring sabotage of oil pipelines and refineries by various insurgent groups and militias, not to mention the systematic looting of government supplies by senior oil officials supposedly loyal to the U.S.-backed central government and often guarded (at great personal risk) by American soldiers. Five years after the U.S. invasion, Iraq is only producing about 2.5 million barrels of oil per day — about the same amount as in the worst days of Saddam Hussein back in 2001. Moreover, the New York Times reports, “at least one-third, and possibly much more, of the fuel from Iraq’s largest refinery… is [being] diverted to the black market, according to American military officials.” Is this really conducive to American energy security? {We just got today material on this from the UN - we willl include this at the end of this article - Pincas Jawetz comment}
In reality, the use of military force to protect foreign oil supplies is likely to create anything but “security.” It can, in fact, trigger violent “blowback” against the United States. For example, the decision by the senior President Bush to maintain an enormous, permanent U.S. military presence in Saudi Arabia following Operation Desert Storm in Kuwait is now widely viewed as a major source of virulent anti-Americanism in the Kingdom, and became a prime recruiting tool for Osama bin Laden in the months leading up to the 9/11 terror attacks. “For over seven years,” bin Laden proclaimed in 1998, “the United States has been occupying the lands of Islam in the holiest of places, the Arabian Peninsula, plundering its riches, dictating to its rulers, humiliating its people, terrorizing its neighbors, and turning its bases in the Peninsula into a spearhead through which to fight neighboring Muslim peoples.” To repel this assault on the Muslin world, he thundered, it was “an individual duty for every Muslim” to “kill the Americans” and drive their armies “out of all the lands of Islam.” { So again, these are things www.SustainabiliTank.info keeps remarking on this website } As if to confirm the veracity of bin Laden’s analysis of U.S. intentions, then Secretary of Defense Donald Rumsfeld flew to Saudi Arabia on April 30, 2003 to announce that the American bases there would no longer be needed due to the successful invasion of Iraq, then barely one month old. “It is now a safer region because of the change of regime in Iraq,” Rumsfeld declared. ”The aircraft and those involved will now be able to leave.” If anything, this spiral of militarized insecurity is worsening. Take the expanded U.S. military presence in Africa — one of the few areas in the world expected to experience an increase in oil output in the years ahead. AFRICOM and similar extensions of the Carter Doctrine into new oil-producing regions are only likely to provoke fresh outbreaks of blowback, while bundling tens of billions of extra dollars every year into an already bloated Pentagon budget. |
