Aid only trickles to Pakistan’s monsoon disaster.

Islamabad, Pakistan (CNN)Pakistan is reeling from a natural disaster affecting 20 million people but relief groups say donors have been painfully slow in helping.

When a magnitude 7.0 earthquake hit Haiti in January, donors responded with $13 billion in aid. Within 24 hours Hollywood mega-stars like George Clooney, Madonna, Tom Cruise and Beyonce had signed up for a telethon to raise money for Haiti’s quake victims.

By contrast nearly three weeks after flood waters inundated one-fifth of Pakistan, the United Nations has collected roughly half of the $460 million it has called for to meet the immediate needs of 20 million flood victims.

This week Oscar winner and U.N. goodwill ambassador Angelina Jolie made a high-profile plea to ask the international community to give more aid to Pakistan.

“Hopefully there are a lot of people ready to give money,” Jolie told British television network ITN.

Aid workers and analysts say there are several possibilities why governments, individual donors and celebrities are not giving to Pakistan the way they’ve done with other disasters. None, they add, is a good excuse.

The relatively low death toll — roughly 1,500 killed — may have created the impression that Pakistan’s floods are not as severe as the Haiti quake and the Indian Ocean Tsunami where tens of thousands were instantly killed.

U.N. officials say the death toll in Pakistan’s floods belies the desperate and often life-threatening conditions of the 20 million victims. Many of them have lost their homes, their belongings and their sources of income.

Analysts say governments may also be suffering from “donor fatigue” with Pakistan. For years now Pakistan has been on a seemingly constant round of donor needs — money to revive its feeble economy, fight the Taliban, recover from the 2005 Kashmir earthquake, the 2009 refugee crisis and now these floods.

“A donor never gets fatigued,” Islamabad-based political analyst Mosharraf Zaidi told CNN.

“A donor, just as an idea, is not about ‘I’m fresh so I’ll give.’ You don’t give because you’re fresh. You give because of humanity.”

There’s also the perception that Pakistan is run by corrupt politicians and the aid won’t get to those who need it.

This week Pakistani Prime Minister Yousuf Raza Gilani insisted all aid would be transparent. Aid professionals say if you don’t trust the Pakistani government, then give to an international aid group you do trust.

“There are so many ways people can give that doesn’t have to be rooted in the government if that was a concern,” said OXFAM’s country director in Pakistan, Neva Khan.

Aid groups and analysts say the worst excuse not to give is the perception among many in the west that Pakistan is just not a good place, a country full of militants. It’s an image reinforced by the media’s obsession with extremism in Pakistan, says Mosharraf Zaidi.

“I think that coverage is fundamentally one of great reasons why it’s been hard for people to reach into their wallet.”

The cooling global economy may also have governments and individuals reluctant to give but analysts say the consequences of not giving to Pakistan could be costly.

In the short run people will go hungry, suffer from disease, and lose their fight to survive. In the long run a nation that’s critical in the fight against extremism may face a political crisis that could further destabilize the region.

Except for Kuwait  and the UAE – the Islamic States are not on the donor list – Why? Is this not Ramadan time – if nothing else?

Seemingly, it is all coming from the US, UK, EU, Japan, Australia, Denmark, Switzerland. We  find China at less the $2 million – and we learned that Pakistan refused $5 million from India. At the pledging we learned that Georgia is contributing $1oo,ooo and there are small amounts from around the world.

All of the above seems strange but clear to us. It is the US that fights to keep Pakistan in one piece as it did in Iraq. Can Pakistan hold when the real enemy is climate change?

A top former U.N. investigator who was passed over for the top job in the U.N.’s investigations division has filed a grievance before the U.N.’s personnel disputes tribunal accusing Secretary-General Ban Ki-moon and his top advisors of discriminating against him because he is an American male, and demanding about $1.4 million in damages and wages, according to the complaint.

Robert Appleton, a former federal prosecutor in the United States who once headed a U.N. task force that probed about 300 cases of potential wrongdoing, claimed that Ban’s refusal to endorse his nomination for the senior U.N. anti-corruption job on two occasions, primarily on the basis of his gender and nationality, “constitutes a discriminatory practice, directly contrary to the Charter of the United Nations.”

The complaint, which was filed Monday in the U.N.’s administrative disputes tribunal, marks a deepening of a political crisis over Ban’s handling of the U.N.’s anti-corruption efforts. It will subject the case to a review by U.N. judges who have frequently clashed with the U.N. leadership over its treatment of staff. Last month, the tribunal awarded $700,000 to a former senior U.N. official who contested the U.N.’s refusal to promote him to a more senior job.

The administrative battle comes more than a week after the U.N.’s outgoing chief of internal oversight, Inga- Britt Ahlenius of Sweden, wrote a sharply worded end-of-assignment report that accused Ban of undercutting her independence and interfering with her effort to hire Appleton. The confidential report, which I reported on first for the Washington Post and Turtle Bay, accused Ban of “deplorable” and “reprehensible” behavior. She also accused Ban of leading the U.N. into an era of “irrelevance” and “decline.”

Today’s filing marks the first time Appleton has weighed in on the matter. Appleton headed the U.N. Procurement Task Force, which conducted a series of aggressive investigations into wrongdoing from 2006 through 2009.

The task force’s probes have resulted in 17 misconduct findings against U.N. staff and triggered several criminal investigations by federal prosecutors.

The task force also cooperated in a federal probe of Vladimir Kuznetzov, a Russian diplomat, who was convicted in 2007 of money laundering in connection with a kickback scheme.

The task force infuriated governments, including Singapore and Russia, whose nationals it targeted. In late 2008, Russia sought unsuccessfully to push for the adoption of a resolution that would have prevented the U.N. from hiring Appleton or any member of a white-collar criminal team.

The task force, which was intended to be temporary, was shut down at the end of 2008, but its expertise was supposed to be preserved in the U.N.’s investigations division.

Martin Nesirky, the U.N.’s chief spokesman, declined to comment on the Appleton case, saying “consistent with our practice, it would be inappropriate to comment on a case pending before the Dispute Tribunal.” A senior U.N. official, who recently briefed reporters on the condition of anonymity, said that no political pressure had been applied on Ban to block Appleton’s hiring. U.N. officials said the appointment was blocked because Ahlenius had manipulated the recruitment process so that Appleton would get the job.

Angela Kane, the U.N. under secretary-general for management, claimed last month that Ahlenius’s account contained “many inaccuracies, misrepresentations and distortions.” Ahlenius, she noted, “did not comply with established U.N. rules and policies” designed to ensure the integrity of the recruitment process. “The Secretary-General and his team consider these instruments key to building a modern U.N. that strives for excellence and reflects our diverse membership – including true gender balance.  Indeed, the Secretary-General has appointed more women to senior positions than ever before in the Organization’s history.”

But another senior U.N. official hinted that there might be other reasons for the U.N.’s decision to reject Appleton, and suggested that he had outlived his usefulness to the United Nations. “There is only one American in the whole wide world who can run the investigations division?” the official said in a recent interview. “I certainly don’t believe that.”

The U.N. Charter states that the “the paramount consideration in the employment of the staff and in the determination of the conditions of service shall be the necessity of securing the highest standards of efficiency, competence, and integrity. Due regard shall be paid to the importance of recruiting the staff on as wide a geographical basis as possible.” In practice, U.N. secretaries-general have always relied heavily on key member states to recommend candidates for top posts. Many of the top jobs, including the heads of the departments of peacekeeping and political affairs, are generally reserved for candidates from the United States, Britain and France.

The power struggle between Ban and Ahlenius has its roots in an ambiguous mandate that provided her office with “operational independence” but placed it under the authority of the secretary-general, and makes it dependent on the U.N. secretariat for funding. Ban’s advisors maintain that while Ahlenius had the authority to propose a shortlist of three candidates for the job, Ban had the ultimate authority to pick the winning candidate.

Appleton’s complaint cites administrative instructions that bolster Ahlenius’s claim that she had the sole authority to hire her own top advisors. David Walker, a former U.S. controller general who chairs the U.N.’s Independent Audit Advisory Committee, noted that her “operational independence” provides that “the Under Secretary General for Internal Oversight Services will have authority to appoint all staff members whose appointments are limited to service with the office up to the D-2 level.” Appleton’s post was a D-2 job.

Appleton argues that the U.N. leadership had an obligation under the U.N. Charter and various General Assembly resolutions and staff directives to give him “full and fair consideration” for the job. He cited a 2008 General Assembly resolution saying that employment “should be based on merit, and that no person should be refused employment based upon race or gender or any other impermissible purpose.” But Ban issued a bulletin imposing a rule that he be allowed to appoint senior staff in the investigation’s division in January 2009, after Ahlenius had selected Appleton for the job, according to Ban and Ahlenius.

“There is no such rule that women be considered for every D2 position…it is a singular effort to operate outside the rule of law for their own political purpose and even more incredibly to do so retroactively,” Appleton asserts. The process, according to Appleton’s claim, calls into question Ban’s top advisors’ respect “for the most basic principles of the organization, and the fundamental rule of law. They should be held accountable for these acts.”

Appleton also claims that a senior official in the U.N. Office of Human Resources Management made an “inappropriate attempt” to persuade Ahlenius to consider unqualified candidates for the job, including a U.N. staffer who was married to one of the senior official’s subordinates, implying a conflict of interest. U.N. official’s said that the candidate’s spouse was a personnel officer in the U.N. peacekeeping department, not in the Office of Human Resources, and that there was no conflict of interest.

Appleton writes that the protracted hiring process, which played out over more than two-and-a-half years, has caused him financial hardship and damaged his reputation. “The applicant has been subjected to the embarrassment of having his candidacy discussed by the organizations officials in the public media for a continuous and extended period of time, promoting the false perception that the process was not legitimate or transparent; thereby impugning his own character.”

Media freedom threatened in most European countries, says OSCE

EUOBSERVER / BRUSSELS - Media freedom is threatened in most European countries, warns the Organisation for Co-operation and Security in Europe, highlighting incidences in several of its member states including EU countries France, Italy and Greece.

In a report published Thursday (29 July), the 56-member OSCE, a loose gathering of states monitoring regional security, says that “freedom of the media concerns arise in most OSCE participating States. They only manifest themselves differently.”

The report, published annually, says the “freedom to express ourselves is questioned and challenged from many sides” and the threats manifest themselves through “traditional methods” to silence free speech as well as “new technologies to suppress and restrict the free flow of information and media pluralism.”

The breaches, either existing or potential, to media freedom range from a draft law on electronic surveillance and electronic eavesdropping law in Italy which could “seriously hinder investigative journalism” to a draft law in Estonia that may allow too many exemptions to the right to protect the identity of sources, to the fact that French President Nicolas Sarkozy is head of the public service broadcaster, France Televisions.

“The presidential nomination of the head of a country’s public service broadcaster is an obstacle to its independence and contradicts OSCE commitments,” said the body’s Dunja Mijatovic, in charge of monitoring media freedom.

Other areas of concern include the recent adoption by the Hungarian Parliament of parts of a media package with elements threatening media freedom and a possible threat in Greece to a minority radio station that broadcasts in Turkish, while the organisation expresses hope that Germany will adopt a law protecting investigative journalists.

Beyond the EU, the “brutal attack” against a Serbian journalist known for his outspokenness against nationalism was highlighted as was the the “high number of criminal prosecutions” against journalists in Turkey covering sensitive issues as well “serious infringements” on media pluralism in Kyrgyzstan and a series of attacks against journalists in Russia.

“Many argue that media freedom is in decline across the OSCE region. In some aspects, I can subscribe to that,” said Ms Mitjatovic.

“Authorities have yet to understand that media are not their private property and that journalists have the right to scrutinize those who are elected.”

“Violence against journalists equals violence against society and democracy and should be met with harsh condemnation and prosecution of the perpetrators,” she added.

With the internet changing the nature and scope of reporting, Ms Mijatovi also promised a study into the various internet laws in place across the OSCE countries.

“My office is currently working on the compilation of the first comprehensive matrix on internet legislation which will include an overview of legal provisions related to freedom of the media, the free flow of information and media pluralism on the internet in the OSCE region.”

87 states join forces to fight antisemitism and Holocaust denial.

This morning (21 July 2010), a cooperation agreement between the ITF (Task Force for International Cooperation on Holocaust Education, Remembrance, and Research) and the ODIHR (Office for Democratic Institutions and Human Rights) was signed at the Israeli Ministry of Foreign Affairs in Jerusalem, in the presence of Deputy FM Daniel Ayalon.

The ODIHR – Office for Democratic Institutions and Human Rights - is an operative branch of the OSCE (Organization for Security and Cooperation in Europe).

This year, Israel was chosen for the first time to head the ITF. Under the auspices of the Ministry of Foreign Affairs, an agreement was signed today that boosts the strength of the forces in the global arena fighting against antisemitism and Holocaust denial.

The agreement will bring about cooperation among 87 countries.

ITF Chairman Dan Tichon – an Israeli – and ODIHR Director Janez Lenarcic – a Slovenian – signed the memorandum of understanding. DFM Ayalon welcomed the signing of the agreement and said that it gives an enormous boost to the fight against the delegitimization of Israel and antisemitism in the world, bringing 87 states for the first time into cooperation. The Ministry of Foreign Affairs has acted, and will continue to act, against these manifestations of hate and will promote any initiative whose purpose is to eliminate them. Ayalon added that there are elements that deny the Holocaust and are preparing the next one. We must preserve the memory of the Holocaust so that similar horrors and hatred will never be repeated and the world will become a safer place.

The ITF was founded about ten years ago at the initiative of the Swedish government. Israel is heading the task force this year, with Mr. Dan Tichon, past Speaker of the Knesset, serving as the chairman and Ambassador Yakov Rozen as the political coordinator. The ITF, which has as its purpose the preservation of Holocaust remembrance through education, research and memorial sites, currently has 27 members, mostly European, and sees the cooperation agreement as very important.

The ODIHR, which has 57 members, deals with educational programs and follows up on instances of xenophobic, primarily antisemitic, hatred. For this reason, the cooperation agreement is likely to help promote Holocaust remembrance, including the uniqueness of the Holocaust, and the fight against antisemitism.

Ambassador Janez Lenarcic is a senior diplomat who in the past was advisor to the prime minister of Slovenia.

The ODIHR joins six other organizations belonging to the Task Force whose representatives serve as observers: the UN, DPI, UNESCO, the EU, FRA, and the European Council.

We learn from the IPS article that even Korea, the Ban Ki-moon home country, is turning against him by saying at the fifth Committee – The organisation should no longer be a safety net for those who cannot show competency.”

The full truth is that under the Ban Ki-moon cabinet the UN was reduced to a House of Midgets (please excuse my incorrectness by saying this because I immediately recognize that midgets are full human beings). The UN Administration ends up reflecting into the pool of Ambassadorships and UN stuff. If nothing is done this is because many of the others at top chose to reflect the man on top and end up doing nothing more then back him and his system, and fight for chairs rather then any ideals of their mission at an institute that has lost its meaning.

Let us add here that we were shocked to find out that the new Prime Minister of the UK, Mr. David Cameron, in his two days trip to the US this week found time to visit with the UN Secretary-General, a fact that might be taken as meaning the backing of his position – or cynics may say – the campaigning for some more UK positions at this UN rather then any expression of criticism of where the UN is going. Which are the countries that speak up on the UN? The US did when standing up at ECOSOC on the Gay NGO, but will the US say that throwing money at this UN is no way to improve the World? Is Sweden going to come out and back Ms. Ahlhenius? Are the other small European States doing more then chase positions at the secretariat? Will Japan direct its UN people to stiffen up? The Department of Public Information nominally belongs to them – but did their man in charge, Mr. Kiyotaka Akasaka, clean his house?

U.N. Chief Defends Himself Against Attack on Leadership.

UNITED NATIONS, Jul 22 (IPS) – A sharp-witted newspaper columnist once remarked that in Washington DC the ship of state always leaks at the top.

The United Nations is perhaps no better — judging by the circumstances surrounding the leaking of a confidential 51-page document in which Secretary-General Ban Ki-moon is politically crucified by one of his own senior officials.

Responding to the blistering attack by departing Under-Secretary-General Inga-Britt Ahlenius, Ban said he had always welcomed constructive criticism. “But as public servants, there are rules and procedures. In this case, a trust, a bond, had been broken”. Ban told a meeting of senior advisers Thursday it was regrettable that a confidential document had been leaked to the press.

The Washington Post broke the story Monday but ran only excerpts from the report in which Ahlenius, a former auditor-general of Sweden, challenged the very leadership of the secretary-general.

“There is no transparency (and) there is lack of accountability. Rather than supporting the internal oversight which is the sign of strong leadership and good governance, you have strived to control it which is to undermine its position. I do not see any signs of reform in the Organisation,” Ahlenius wrote in her “End of Assignment Report’.

After spending seven years with the United Nations, Ahlenius served the last five as head of the Office of Internal Oversight Services (OIOS), the investigative arm of the world body.

The attacks by Ahlenius were fast and furious:

“It will take time to see the harm caused by the weak secretary-general because the process of decay and weakening of the Organisation and the Secretariat is a stealthy process”;

“Absence of strategic guidance and leadership manifests itself not only through failure to bring about change and reform of the Organisation; it also manifests itself as a sort of an “adhocracy”; disintegrated and ill thought through “reforms” are launched without adequate analysis and with lack of understanding and a holisitc view”;

– “You are undermining the authority of your senior advisers both by affording them short — one year — mandates and also by exercising your direct authority over the appointments of their staff”;

– “Senior positions politicized, a culture that will filter down in the organisation, compromising the merit-based recruitment, undermining excellence and lowering the moral; (and) the health and capacity of the secretariat will be ignored”;

– “However, you yourself, the deputy secretary-general, the chef de cabinet and the deputy chef de cabinet have not been available for any interviews. The Risk Assessment is carried out in your interest and we had expected that you and your closest staff would have taken interest in and contributed to its conclusions. However, in spite of a number of reminders, we have not been able to access you and your closest staff and we will therefore conclude our Risk Assessment — short of your crucial contribution– and submit it to you for a follow up discussion“.

“I regret this lack of interest from your side in contributing to this process established in your interest and in the interest of the Organisation.”

The report cites at least one delegate who complained in the Fifth Committee that “the overall culture in the secretariat has not shown much improvement in terms of accountability… The organisation should no longer be a safety net for those who cannot show competency.”

And this, the report says, comes ironically from a delegate from Korea, home country of the secretary-general.

The report also points out that the culture of the Organisation is traditionally one of secrecy.

“Such secretiveness serves us poorly, it only serves to feed rumours, gossip and finally distrust within the organisation and between the organisation and its external stake holders, including the media.”

In the information vacuum created by secretiveness, the public and the media are very much left to information from informal sources, well or ill-intentioned “leaks”.

“Regrettably, these leaks in the secretariat are rather seen as an argument to further restrict information and to investigate the leaks, than as an argument for increased transparency. Your own Executive Office is rather described to be “consumed by leaks.”

“Transparency serves in the long run to improve the organisation and to establish the culture of responsibility and accountability that you say you envisage.”

“I see no visible effort to deliver on your stated commitment to increased transparency.”

Ahlenius also implicitly portrays Ban in poor light compared to three former secretaries-general.

She says Boutros Boutros-Ghali established the intellectual leadership of the secretariat. Kofi Annan reconfirmed the role of the secretary-general as both the “norm-entrepreneur” of the world and his role as the pre-eminent diplomat and chief negotiator;

Dag Hammarskjold was the one who defined the role of the secretary-general and pronounced himself often on the two roles; he maintained that the “Charter gives the secretary-general an explicit political role. His active and successful intervention in international crises was the demonstration of his conviction;

But where does Ban stand?

“I regret to say the (U.N.) Secretariat now is in a process of decay. It is not only falling apart into silos – the Secretariat is drifting, to use the words of one of my senior colleagues,” Ahlenius said.

“I am concerned that we are in a process of decline and reduced relevance of the Organisation. In short, we seem to be seen less and less as a relevant partner in the resolution of world problems”.

This, she points out, inevitably risks weakening the United Nations’ possibilities to fulfill its mandate.

“Ultimately, that is to the detriment of peace and stability in the world. This is as sad as it is serious.”

UNITED NATIONS — The outgoing chief of a U.N. office charged with combating corruption at the United Nations has issued a stinging rebuke of Secretary General Ban Ki-moon, accusing him of undermining her efforts and leading the global institution into an era of decline, according to a confidential end-of-assignment report.

The memo by Inga-Britt Ahlenius, a Swedish auditor who stepped down Friday as undersecretary general of the Office of Internal Oversight Services, represents an extraordinary personal attack on Ban from a senior U.N. official. The memo also marks a challenge to Ban’s studiously cultivated image as a champion of accountability.

Shortly after taking office in 2007, Ban committed himself to restoring the United Nations’ reputation, which had been sullied by revelations of corruption in the agency’s oil-for-food program in Iraq.

But Ahlenius says that, rather than being an advocate for accountability, Ban, along with his top advisers, has systematically sought to undercut the independence of her office, initially by trying to set up a competing investigations unit under his control and then by thwarting her efforts to hire her own staff.

“Your actions are not only deplorable, but seriously reprehensible. . . . Your action is without precedent and in my opinion seriously embarrassing for yourself,” Ahlenius wrote in the 50-page memo to Ban, a copy of which was obtained by The Washington Post. “I regret to say that the secretariat now is in a process of decay.”

Ban’s top advisers said that Ahlenius’s memo constituted a deeply unbalanced account of their differences and that her criticism of Ban’s stewardship of the United Nations was patently unfair.

“A look at his record shows that Secretary General Ban has provided genuine visionary leadership on important issues from climate change to development to women’s empowerment. He has promoted the cause of gender balance in general as well as within the organization. He has led from the front on important political issues from Gaza to Haiti to Sudan,” Ban’s chief of staff, Vijay Nambiar, wrote in a response.

“It is regrettable to note,” Nambiar added, “that many pertinent facts were overlooked or misrepresented” in Ahlenius’s memo.

The departure of Ahlenius, 72, coincides with a period of crisis in the United Nations’ internal investigations division. During the past two years, the world body has shed some of its top investigators. It has also failed to fill dozens of vacancies, including that of the chief of the investigations division in the Office of Internal Oversight Services. That post has been vacant since 2006, leaving a void in the United Nations’ ability to police itself, diplomats say.

“We are disappointed with the recent performance of [the U.N.'s] investigations division,” said Mark Kornblau, spokesman for the U.S. mission to the United Nations. “The coming change in . . . leadership is an opportunity to bring about a significant improvement in its performance to increase oversight and transparency throughout the organization.”

The U.N. General Assembly established the Office of Internal Oversight Services in 1994 to conduct management audits of the United Nations’ principal departments and to conduct investigations into corruption and misconduct. The founding resolution granted the office “operational independence” but placed it under the authority of the secretary general and made it dependent on the U.N. departments it policed for much of its funding and administrative support.

The dispute between Ahlenius and Ban has underscored some of the resulting tensions and exposed a protracted and acrimonious struggle for power over the course of U.N. investigations.

While Ahlenius cited Ban’s move to set up a new investigations unit as a sign that he was seeking to undermine her independence, Nambiar said that it was intended to strengthen the United Nations’ ability to fight corruption.

Ahlenius also clashed with Ban over her efforts to hire a former federal prosecutor, Robert Appleton, who headed the U.N. Procurement Task Force, a temporary white-collar crime unit that carried out aggressive investigations into corruption in U.N. peacekeeping missions from 2006 to last year. The unit’s investigations led to an unprecedented number of misconduct findings by U.N. officials and prompted federal probes into corruption.

Ban’s advisers said they blocked Appleton’s appointment on the grounds that female candidates had not been properly considered and said that the final selection should have been made by Ban, not Ahlenius.

“The secretary general fully recognizes the operational independence of OIOS,” Nambiar said. But that, he said, “does not excuse her from applying the standard rules of recruitment.”

Die scheidende Chefkontrolleurin der Vereinten Nationen geht laut Medienberichten mit Generalsekretär Ban Ki Moon hart ins Gericht. Ban habe ihre Arbeit als oberste Korruptionsbekämpferin unterlaufen und die UNO in eine Ära des Niedergangs geführt, schrieb Inga-Britt Ahlenius laut einem Bericht der „Washington Post“ gestern in einem vertraulichen Memorandum.

The Department of Energy’s Assistant Secretary for Policy and International Affairs, David Sandalow, gave a background briefing and answered questions on the web regarding the importance of the upcoming Washington DC – Clean Energy Ministerial meeting. He discussed Energy Secretary Chu’s hopes on what will be accomplished.

The following countries will be represented:  Australia, Belgium, Brazil, Canada, China, Denmark, the European Commission, Finland, France, Germany, India, Italy, Korea, Japan, Mexico, Norway, the Russian Federation, Spain, South Africa, Sweden, the U.A.E. and the U.K.

This list excludes Indonesia from the Major Economies Forum which are 16 + The EU and then at their Rome meeting of June 30 – July 1, 2010, added on Ministers from a variety of representative smaller economies: Bangladesh, Denmark, Barbados, Ethiopia, Singapore, UAE.

This list includes in addition to the EU also all The Scandinavian States: Denmark, Norway, Spain and Sweden. As well it includes Belgium and Spain. It does not include Bangladesh, Barbados, Ethiopia, Singapore which were part of the meeting of June 30 – July 1, 2010 but it does include from that meeting Denmark that was a participant because of its hosting the Copenhagen meeting, and the UAE that seemingly represents the oil exporting countries.

The Washington meeting includes also Belgium because by now they have become the half year Presidents of the EU for July 1 till  December 31, 2010, and it retains Spain that held this position during the first half of 2010. To top this there is also an actual EU delegation at the table besides the temporary Presidents. We assume that this delegation is there because Malta, Cyprus and other EU delegations are not there. Place was also found for all major four Scandinavian Countries – Denmark, Finland, Norway, Sweden – surely nice people all of them.

I write all of this in order to say that some better way has to be found on how to treat the EU and the World, when the Obama Administration wants indeed to show that it is serious about climate change by inviting just the large emitters that total 80% of the global emissions, or, if intent to bring in also some small representation of the small countries, that do not have substantial emissions, but proportionately are going to bear a major part of the suffering, the Rome initiative of having present also Bangladesh, Barbados and Ethiopia would have been just fine – and the total figure would have been then 16 + 1 (the EU) + 3 (this for Bangladesh, Barbados, Ethiopia) and it obviously would have included as part of the 16 also Indonesia.

At question time I asked from Mr. Sandalow why is Indonesia not at the meeting, and why was the symbolic, but important participation of the small number of really very small economies dropped?

The answer was that Indonesia said they are not coming because they participate at that time at a South  Asia meeting. The fact that the small economies were dropped is “because this is for the large energy markets – for 80% of the ENERGY MARKET  and not for the whole world.”  THE IDEA IS COME UP WITH ACTIONS TO PROMOTE CLEAN ENERGY, he said.

It would have been easier to accept that answer had the US also kept out the additional 6 EU States that were not among the original 16 + EU. We also would like to ask why UAE – though we think that they clearly are a better choice then Saudi Arabia – but still not exactly your ideal partner when you try to disengage from oil even though they do in effect – as holders of serious financial reserves – also participate in the financial benefits from looking for a cleaner future.

The above, because after Copenhagen we hoped for the involvement of business interests in order to create the working alternative to the Kyoto process – the interest of business in going green. For this to be effective one must have at the table mainly the real big emitters who indeed coincide with the biggest economies.

We thought that amounted to the maximum of 16 and – under EU conditions – just one more chair for the EU. Now there will be 23 chairs at the Washington table. The higher number decreasing the chance for success.

Swedavia Swedish Airports Chooses Tricorona as Supplier of Gold Standard CDM Carbon Offsets.

Recently, Swedavia Swedish Airports, which runs
Sweden’s state-owned airports, announced that it

has chosen Tricorona as supplier of Gold Standard
CDM carbon offsetts for the next three years.

The initiative is part of Swedavia’s comprehensive climate
strategy, which includes reducing and offsetting
climate impact of the organization’s operations.

“Gold Standard CDM” represents the highest quality
level available for offset projects,” said Lena Wennberg,
environmental manager at Swedavia, “and Tricorona is
one of the few companies worldwide whose projects
meet its strict criteria for genuine carbon reductions
and contribution to sustainable development.”

The offset projects chosen are Sri Balaji, a biomass power
plant in India, and Yinyi and Yangjiayao, two wind
farms in China.

These projects save carbon emissions
by displacing coal power, and have a wide range of
benefits, such as reduced local air pollution and greater
security of energy supply for rural communities.

The emissions to be offset arise from Swedavia’s energy
use in buildings and fuel use in vehicles at all 14 of its
airports, as well as the organization’s business travel.

Today, Wednesday July 13th, 2010 the UN is officially without an Anti-Corruption Head – it surely promises to help business.

Inga-Britt Monica Stigsdotter Ahlenius (born April 1939) was a Swedish auditor and public servant, currently serving as Under-Secretary-General for United Nations Office of Internal Oversight Services (OIOS).

She served as Auditor General of the Swedish National Audit Office from 1993 to 2003; There was some controversy when her term as Auditor General was over where she made several statements to media including that some of the governments proposed changes to the Audit Office would limit its ability to act independently. Later in 2003 she served as Auditor General of Kosovo.

During her terms as Auditor General she held several international positions. She chaired the INTOSAI Auditing Standards Committee for eight years, and was chairman of the Governing Board of the European Organization for Supreme Audit Institutions (EUROSAI) during 1993 to 1996.

Ahlenius was also a member of the Committee of Independent Experts that was called for by the European Parliament with a mandate to examine the way in which the European Commission detects and deals with fraud, mismanagement and nepotism. Their report led to the resignation of the Commission.

Ahlenius was appointed as Under-Secretary-General for United Nations Internal Oversight Services for a five-year term starting on 15 July 2005. The previous controversy from 2003 was noted by Swedish media since Mrs. Ahlenius was proposed for the position by the United States and not by her native Sweden.

The top official at the United Nations tasked with rooting out corruption at the agency stepped down on Wednesday at the end of her five-year term, according to the Associated Press.

No successor to the official, Inga-Britt Ahlenius, has been named, which leaves a leadership vacuum at her unit, the Office of Internal Oversight Services. Ahlenius’ departure means only one in the top four jobs at the U.N. watchdog office is filled.

American and U.N. officials expressed frustration with the openings, telling the AP it could leave the agency vulnerable to another scandal like the $1.8 billion bilked from the U.N.-run oil-for-food program in Iraq, which was terminated in 2003.

But even the oil-for-food investigations hit roadblocks at the agency.

A separate task force set up to investigate the oil-for-food program was dissolved in 2008, when some governments protested its findings. The General Assembly told the U.N. to transfer the task force’s caseload to the Internal Oversight Office’s investigation division, but the agency has cut back on the investigations, according to the AP.

The office’s investigators were told not to follow up on inquiries launched by the task force, according to the newswire. The investigators also were told not to open cases concerning financial fraud or corruption involving U.N. vendors or former staff.

Even though the oil-for-food task force urged the U.N. to turn over evidence to local prosecutors, the agency only referred one major case outside the U.N.

Major Economies Forum on Energy and Climate Discusses Advancing Agreement at COP 16

1 July 2010: The seventh Meeting at the Leaders’ representative level of the Major Economies Forum on Energy and Climate took place in Rome, Italy, from 30 June-1 July 2010.

The meeting was attended by representatives from the 17 major economies, UN officials, and representatives from Bangladesh, Denmark, Barbados, Ethiopia, Singapore and the United Arab Emirates.

Participants discussed various issues related to the international climate change negotiations and, according to the Chair’s Summary, they emphasized the importance of quickly implementing the Copenhagen Accord’s fast-start financing provisions, highlighting that maximum clarity and transparency will build international confidence and be an essential part of a balanced outcome of the 16th session of the Conference of the Parties to the UNFCCC (COP 16) to be held Cancun, Mexico, in late 2010.

Participants exchanged ideas on Annex I Parties mitigation and support. They also addressed non-Annex I Parties mitigation, highlighting that it should be party-driven, non-politicized, have a “multilateral anchor” and be based on national communications. Participants discussed whether the targets and actions included in the Copenhagen Accord may be reflected in a future outcome and whether such outcome will be legally binding and contained in a single instrument or two. Extensive discussion focused on progress on measuring, reporting and verification (MRV) at COP 16 with regard to: Annex I Parties mitigation; financial and technological support of non-Annex I Parties mitigation; and non-Annex I Parties mitigation. Participants also emphasized the need to focus adaptation efforts on vulnerable countries.

Follow-up meetings were also announced, including: a Clean Energy Ministerial meeting to be held from 19-20 July 2010, in Washington, DC, US, to follow up on the Technology Action Plans of the Global Partnership launched by G-8 leaders in L’Aquila, Italy,  in 2009; and a ministerial meeting on technology to be co-hosted by Mexico and India from 8-9 November 2010.

The Major Economies Forum on Energy and Climate (MEF) was launched on March 28, 2009.

The MEF is intended to facilitate a candid dialogue among major developed and developing economies, help generate the political leadership necessary to achieve a successful outcome at the December UN climate change conference in Copenhagen, and advance the exploration of concrete initiatives and joint ventures that increase the supply of clean energy while cutting greenhouse gas emissions.

The 17 major economies participating in the MEF are: Australia, Brazil, Canada, China, the European Union, France, Germany, India, Indonesia, Italy, Japan, Korea, Mexico, Russia, South Africa, the United Kingdom, and the United States. That is 16 + EU + Denmark as host to the Copenhagen Meeting.

Denmark, in its capacity as the President of the December 2009 Conference of the Parties to the UN Framework Convention on Climate Change, and the United Nations have also been invited to participate in this dialogue.

Asia Regional Writeshop to Support Developing Country Publications on Disaster Risk Reduction and Adaptation to Climate Change: 20-24 September 2010, Bangkok, Thailand.

The Stockholm Environment Institute (SEI) and the UN International Strategy for Disaster Reduction (ISDR) are calling for applications from young scholars, practitioners, policymakers, and others from Asia who are working in the field of climate change and disaster risk reduction to participate in a writeshop from 20-24 September 2010 in Bangkok, Thailand.  Through the writeshop, participants will produce a peer-review quality publishable article and they will gain enhanced awareness of the process of writing papers for academic journals.  These skills will allow their work to be incorporated by the Intergovernmental Panel on Climate Change (IPCC) and other high-level scientific bodies and consequently inform policy making on key issues of disaster risk and climate change adaptation.

The writeshop will involve one-on-one work with facilitators to provide supplemental training on academic writing and argumentation, in order to help new authors reach a standard of writing suitable for publication in peer-reviewed journals.

How it works

Participants’ papers are selected based on quality and relevance to the writeshop’s chosen focus areas.  After having been selected, participants are paired up with a facilitator with whom they will work to improve the paper.  Prior to the writeshop, there will be some communication between the participant and the facilitators to ensure that each participant is at a good stage in the writing of the paper before coming to the writeshop.  At the writeshop, the participants will work closely on various aspects of the paper. Finally, some follow-up work between the participants and mentors will be necessary to get the paper finalised.

Writeshops run for 5 days.  This includes plenary sessions on the first day, and small group discussions and independent work on the second day.  The third day is only half a day to give participants time to refresh their minds and take a break.  On the fourth and fifth day, new versions of the papers are drafted in collaboration with facilitators and during plenary and independent sessions.

Participation requirements

Participants must be committed to completing the paper.  For this reason, the organisers will require the participants to sign an agreement at the beginning stating their intent to fulfil this requirement.  If mentors do not consider the paper to be of sufficient quality to be submitted to a peer-review journal, they will assist participants in ensuring that the output is at least at a level where it can be submitted to a magazine or a non-peer review publication.  Participants must also recognise that involvement in the programme does not guarantee publication – this will be determined by the peer-review process, which can sometimes be harsh.

Selection Criteria and Applications

Applications should be emailed to Nipa Laithong (nipa.laithong@sei.se) by 31 July 2010.  Please read the selection criteria carefully.  All travel costs and lodging will be covered by the organisers.

Participants will be selected based on the following criteria:

Ø   They have carried out action research or project implementation that has provided them with new insights on one of the topics covered in Annex I.

Ø   They qualify as ‘young professionals’ and are building their careers as academics, policy makers or practitioners in the fields of disaster risk reduction, climate change or other relevant topic.

Ø   They live and work in the region of the writeshop or are from Asia.

Ø   They speak sufficient English to be able to write a first draft of a paper in English.

Ø   They commit to working with a mentor before and after the writeshop, to completing a paper,  and to seeing it through the publication process.

The application should include:

The writeshop will address topics that are relevant to climate change adaptation and the 2011 Global Assessment Report on Disaster Risk Reduction (GAR).  Papers selected for the writeshop can therefore focus on any of the following themes:

-        How can policies in trade and productive sector development increase resilience and adaptive capacity, particularly for small and vulnerable economies, such as SIDS and land-locked countries?

-        How can trade and productive sector development policies increase these countries’ resilience to disasters and the harmful impacts of climate change?

-        How can existing social assistance and poverty alleviation programmes be improved to increase poor communities to disaster loss?

-        How can employment policy and programmes, such as rural employment guarantee programmes, increase communities’ resilience to disaster loss?

-        What are the mechanisms and enabling conditions that allow innovative practices at the community and local levels to be scaled up to district and national level implementation?

-        How can investment of large quantities of adaptation and risk reduction funding respond to local needs and mobilizes local resources?

Governance

-        How do decentralisation processes empower local and city governments and facilitate local risk reduction and community-based adaptation?

-        How can innovative institutional and legislative arrangements for disaster risk reduction and climate change adaptation can facilitate implementation? How have some governments succeeded in integrating the arrangements for climate change adaptation and disaster risk reduction and in moving the centre of gravity from traditional emergency management organizations to central ministries for planning and finance, including the integration of risk reduction into national development plans and budgets?

-        How have risk reduction considerations been incorporated into planning and regulation, for example using cost-benefit analysis? What regulatory frameworks (e.g., building codes and land use planning policies) have been used and how effective have they been at reducing disaster risk?

The Return of the Bicycle.

WASHINGTON, Jul 6, 2010 (IPS) – The bicycle has many attractions as a form of personal transportation. It alleviates congestion, lowers air pollution, reduces obesity, increases physical fitness, does not emit climate-disrupting carbon dioxide, and is priced within the reach of the billions of people who cannot afford a car.

Bicycles increase mobility while reducing congestion and the area of land paved over. Six bicycles can typically fit into the road space used by one car. For parking, the advantage is even greater, with 20 bicycles occupying the space required to park a car.

Few methods of reducing carbon emissions are as effective as substituting a bicycle for a car on short trips. A bicycle is a marvel of engineering efficiency, one where an investment in 22 pounds of metal and rubber boosts the efficiency of individual mobility by a factor of three.

The bicycle is not only a flexible means of transportation; it is ideal in restoring a balance between caloric intake and expenditure. Regular exercise of the sort provided by cycling to work reduces cardiovascular disease, osteoporosis, and arthritis, and it strengthens the immune system.

World bicycle production, averaging 94 million per year from 1990 to 2002, climbed to 130 million in 2007, far outstripping automobile production of 70 million. Bicycle sales in some markets are surging as governments devise a myriad of incentives to encourage bicycle use. For example, in 2009 the Italian government began a hefty incentive programme to encourage the purchase of bicycles or electric bikes in order to improve urban air quality and reduce the number of cars on the road. The direct payments will cover up to 30 percent of the cost of the bicycle.

China, with 430 million bikes, has the world’s largest fleet, but ownership rates are higher in Europe. The Netherlands has more than one bike per person, while Denmark and Germany have just under one bike per person.

China dramatically demonstrated the capacity of the bicycle to provide mobility for low-income populations. In 1976, this country produced six million bicycles. After the reforms in 1978 that led to an open market economy and rapidly rising incomes, bicycle production started climbing, reaching nearly 90 million in 2007.

The surge to 430 million bicycle owners in China has provided the greatest increase in mobility in history. Bicycles took over rural roads and city streets. Although China’s rapidly multiplying passenger cars and the urban congestion they cause get a lot of attention, it is bicycles that provide personal mobility for hundreds of millions of Chinese.

Among the industrial-country leaders in designing bicycle-friendly transport systems are the Netherlands, where 27 percent of all trips are by bike, Denmark with 18 percent, and Germany, 10 percent. By contrast, the United States and Britain are each at 1 percent.

An excellent study by John Pucher and Ralph Buehler at Rutgers University analyzed the reasons for these wide disparities among countries. They note that “extensive cycling rights-of-way in the Netherlands, Denmark, and Germany are complemented by ample bike parking, full integration with public transport, comprehensive traffic education and training of both cyclists and motorists.”

These countries, they point out, “make driving expensive as well as inconvenient in central cities through a host of taxes and restrictions on car ownership, use and parking.… It is the coordinated implementation of this multi-faceted, mutually reinforcing set of policies that best explains the success of these three countries in promoting cycling.” And it is the lack of these policies, they note, that explains “the marginal status of cycling in the UK and USA”.

The Netherlands, the unquestioned leader among industrial countries in encouraging bicycle use, has incorporated a vision of the role of bicycles into a Bicycle Master Plan. In addition to creating bike lanes and trails in all its cities, the system also often gives cyclists the advantage over motorists in right-of-way and at traffic lights. Some traffic signals permit cyclists to move out before cars. By 2007, Amsterdam had become the first western industrial city where the number of trips taken by bicycle exceeded those taken by car.

Within the Netherlands, a nongovernmental group called Interface for Cycling Expertise (I-ce) has been formed to share the Dutch experience in designing a modern transport system that prominently features bicycles. It is working with groups in Botswana, Brazil, Chile, Colombia, Ecuador, Ghana, India, Kenya, Peru, South Africa, and Uganda to facilitate bicycle use.

Sales of electric bicycles, a relatively new genre of transport vehicles, also have taken off. E-bikes are similar to plug-in hybrid cars in that they are powered by two sources – in this case muscle and battery power – and can be plugged into the grid for recharging as needed.

In China, where this technology came into its own, sales climbed from 40,000 e-bikes in 1998 to 21 million in 2008. China had close to 100 million electric bicycles on the road that year, compared with 18 million cars. These e-bikes are now attracting attention in other Asian countries similarly plagued with air pollution and in the United States and Europe, where combined sales now exceed 300,000 per year.

In contrast to plug-in hybrid cars, electric bikes do not directly use any fossil fuel. If we can make the transition from coal-fired power plants to wind, solar, and geothermal power, then electrically powered bicycles can also operate fossil-fuel-free.

Above all, the key to realising the potential of the bicycle is to create bicycle-friendly transport systems. This means providing bicycle trails and designated street lanes for bicycles, designed to serve both commuters and people biking for recreation, and making bike parking facilities and showers available at workplaces. This simple bicycle is a winner in the Plan B economy.

Verónica Michelle Bachelet Jeria (Spanish pronunciation: [mi?t?el ?at?e?let]; born September 29, 1951) is a moderate socialist politician who was President of Chile from 11 March 2006 to 11 March 2010—the first woman president in the country’s history.

She won the 2006 presidential election in a runoff, beating center-right US dollar billionaire businessman and former senator Sebastián Piñera with 53.5% of the vote.

She campaigned on a platform of continuing Chile’s free-market policies, while increasing social benefits to help reduce the gap between rich and poor, one of the largest in the world.

Bachelet, a pediatrician and epidemiologist with studies in military strategy, served as Health Minister and Defense Minister under President Ricardo Lagos.

Bachelet is the second child of archaeologist Ángela Jeria Gómez and Air Force Brigadier General Alberto Bachelet Martínez.

Facing growing food shortages, the government of Salvador Allende placed Bachelet’s father in charge of the Food Distribution Office. When General Augusto Pinochet came to power in the September 11, 1973 coup, General Bachelet, refusing exile, was detained at the Air War Academy under charges of treason. Following months of daily torture at Santiago’s Public Prison, on March 12, 1974, he suffered a cardiac arrest that resulted in his death. On January 10, 1975, Bachelet and her mother were detained at their apartment by two DINA agents, who blindfolded them and drove them to Villa Grimaldi, a notorious secret detention center in Santiago, where they were separated and submitted to interrogation and torture.[13] Some days later they were transferred to Cuatro Álamos (“Four Poplars”) detention center, where they were held until the end of January. Later in 1975, thanks to sympathetic connections in the military, both were exiled to Australia, where Bachelet’s older brother Alberto had moved in 1969.

Her paternal great-great-grandfather, Louis-Joseph Bachelet Lapierre, was a French wine merchant from Chassagne-Montrachet who emigrated to Chile with his Parisian wife, Françoise Jeanne Beault, in 1860 hired as a wine-making expert by the Subercaseaux vineyards in southern Santiago.

In February 1979, Bachelet returned to Santiago, Chile from East Germany. Her medical school credits from the GDR were not transferred, forcing her to resume her studies from where she had left off before fleeing the country. [citation needed] She graduated as M.D. on January 7, 1983. She wished to work in the public sector wherever attention was most needed, applying for a position as general practitioner; her petition was, however, rejected by the military government on “political grounds.” Instead, because of her academic performance and published papers, she earned a scholarship to specialize in pediatrics and public health at Roberto del Río Children’s Hospital (1983–1986). During this time she also worked at PIDEE (Protection of Children Injured by States of Emergency Foundation), a non-governmental organization helping children of the tortured and missing in Santiago and Chillán. She was head of the foundation’s Medical Department between 1986 and 1990. Some time after her second child with Dávalos, Francisca Valentina, was born in February 1984, she and her husband legally separated. She is a separated mother of three and describes herself as an agnostic.

In 1990, after democracy was restored in Chile, Bachelet worked for the Ministry of Health’s West Santiago Health Service and was a consultant for the Pan-American Health Organization, the World Health Organization and the German Corporation for Technical Cooperation.

Driven by an interest in civil-military relations, in 1996 Bachelet began studies in military strategy at the National Academy for Strategic and Policy Studies (Anepe) in Chile, obtaining first place in her class.[2] Her student achievement earned her a presidential scholarship, permitting her to continue her studies in the United States at the Inter-American Defense College in Washington, D.C., completing a Continental Defense Course in 1998. That same year she returned to Chile to work for the Defense Ministry as Senior Assistant to the Defense Minister. She subsequently graduated from a Master’s program in military science at the Chilean Army‘s War Academy.

In 1996 Bachelet ran against future presidential adversary Joaquín Lavín for the mayorship of Las Condes, a wealthy Santiago suburb and a right-wing stronghold. Lavín won the 22-candidate election with nearly 78% of the vote, while she finished fourth at 2.35%. At the 1999 presidential primary of Coalition of Parties for Democracy (CPD), Chile’s governing coalition since 1990, she worked for Ricardo Lagos’s nomination, heading the Santiago electoral zone.

On March 11, 2000 Bachelet—virtually unknown at the time—was appointed Minister of Health by President Ricardo Lagos. She began an in-depth study of the public health-care system that led to the AUGE plan a few years later. She was also given the task of eliminating waiting lists in the saturated public hospital system within the first 100 days of Lagos’s government. She reduced waiting lists by 90%, but was unable to eliminate them completely and offered her resignation, which was promptly rejected by the President.  Controversially,  she allowed free distribution of the morning-after pill for victims of sexual abuse.

On January 7, 2002 Bachelet was appointed Defense Minister, becoming the first woman to hold this post in a Latin American country and one of the few in the world. While Minister of Defense she promoted reconciliatory gestures between the military and victims of the dictatorship, culminating in the historic 2003 declaration by General Juan Emilio Cheyre, head of the army, that “never again” would the military subvert democracy in Chile.  She also oversaw a reform of the military pension system and continued with the process of modernization of the Chilean armed forces with the purchasing of new military equipment, while engaging in international peace operations.

A moment which has been cited as key to Bachelet’s chances to the presidency came during a flood in northern Santiago where she, as Defense Minister, led a rescue operation on top of an amphibious tank, wearing a cloak and military cap.

In late 2004, following a surge of her popularity in opinion polls, Bachelet was established as the only CPD figure able to defeat Lavín, and she was asked to become the Socialists’ candidate for the presidency.

According to The Economist magazine the government of Bachelet opted to make social protection and the promotion of equality of opportunity her main priority. Since becoming President, her government built 3,500 crèches daycare for poorer children. It introduced a universal minimum state pension and extended free health care to cover many serious conditions.
A new housing policy aimed at abolishing the last remaining shanty-towns in Chile by 2010 featured grants to the poorest families. Some of them had to pay just US$400 for a house costing about US$20,000.

In October 2009 Ms Bachelet’s popularity peaked at 80 percent according to a public opinion poll by conservative polling institute Adimark GfK., and in March 2010 she showed an approval rating of 84%, and in terms of specific characteristics attributed to Chile’s president, ‘loved by Chileans’ reached a record 96%.

The Chilean Constitution does not allow a president to serve two consecutive terms, so Bachelet left office in March 2010.

Chile’s October 16, 2006 vote in the United Nations Security Council election—with Venezuela and Guatemala deadlocked in a bid for the two-year, non-permanent Latin American and Caribbean seat on the Security Council — developed into a major ideological issue in the country, and was seen as a test for Bachelet. The governing coalition was divided between the Socialists, who supported a vote for Venezuela, and the Christian Democrats, who strongly opposed it. The day before the vote the president announced (through her spokesman) that Chile would abstain, citing as reason a lack of regional consensus over a single candidate, ending months of speculation.

Continuing the coalition’s free-trade strategy, in August 2006 Bachelet promulgated a free trade agreement with the People’s Republic of China (signed under the previous administration of Ricardo Lagos), the first Chinese free-trade agreement with a Latin American nation; similar deals with Japan and India were promulgated in August 2007. In October 2006, Bachelet promulgated a multilateral trade deal with New Zealand, Singapore and Brunei, the Trans-Pacific Strategic Economic Partnership (P4),  also signed under Lagos’ presidency.  She also held free-trade talks with other countries, including Australia, VietnamTurkey and Malaysia. Regionally, she signed bilateral free trade agreements with Panama, Peru and Colombia.

At the beginning of 2010 Chile became the OECD’s 31st member, and its first in South America. This acceptance for OECD membership marked international recognition of nearly two decades of democratic reform and sound economic policies; for the OECD, Chile’s membership was a major milestone in its mission to build a stronger, cleaner and fairer global economy

She speaks Spanish (her native language), English, German, Portuguese and French.

In 2009 Forbes magazine ranked her as the 22nd in the list of the 100 most powerful women in the world (she was #25 in 2008, #27 in 2007, and #17 in 2006). In 2008, TIME magazine ranked her 15 on its list of the world’s 100 most influential people.

Eleanor Clift wrote on politicsdaily.com on June 10, 2010 that Michelle Bachelet moved the Chilean Government from Macho – to – Maternal. She was clearly the best qualified person to establish and head the new UN institution that was baptized with the terrible name UNWOMEN. And you know what, letting into the UN building a highly qualified person may endanger the minions working there. That, is what doomed on me today, this because I also learned an additional fact about Bachellet’s Chile, and that is why I write this UPDATE.

The additional fact I learned today came from reading material that will appear in an Energy Management Magazine Published in India. The article is by – Ms. Jimena Bronfman, Vice Minister of Energy, Chile , and it deals with Chile moving into leadership position on energy issues – and you guessed right if you said that Dr. Bachelet started this. In effect the Ministry of Energy – which for Chile is a Ministry of Energy Efficiency – was set up at the end of her days in the Presidential Office. We are sure that this was not an easy task to fulfill – but we are sure that it will be one of her most important legacies. We know that Energy Efficiency is not a top priority of the G77 real on-going leadership and this, more then anything else, explains the diatribe we described in our original posting which we updated now.

The creation of the Ministry of Energy in February 1st 2010 is an important milestone in this process. The law that is the basis for Chile’s current institutional framework also includes the creation of the Chilean Energy Efficiency Agency, a public private entity that will implement the public policies designed by the Energy Efficiency Division of the Ministry.

Energy Efficiency is one of the main goals of Chile’s national energy policy, families are changing their habits and industries, corporations and local governments are trying to reduce their energy consumption by adopting energy-efficient measures. This fostering environment was recently faced by the February 27th earthquake and tsunami that devastated several regions of our country. We have taken this catastrophe as an opportunity and a challenge to rebuild our towns and cities using energy efficiency and renewable energy.

The Ministry of Energy is working with other ministries, such as the Ministry of Housing, the Ministry of Health and the Ministry of Education to include energy efficiency measures and non-conventional renewable energies in the reconstruction of health and education infrastructure and emergency housing. We are also developing a pilot project to rebuild a town with the leading best practices in sustainability and energy consumption, so it can be replicated in other parts of the region and world.

Energy Efficiency is key to Chile’s competitiveness and economic growth. According to studies carried out before the earthquake, energy efficiency measures could help reduce Chile’s energy demand by around 14% by 2020. This would have a positive financial impact in the reconstruction process, as public funds saved by reduction of energy consumption can be reallocated to other priorities of the rebuilding program.

Energy Efficiency will also help Chile, whose economy is based on exports, to reduce its carbon footprint and be competitive in a world that is increasingly carbon-conscious. Although Chile’s contribution to global greenhouse emissions is low compared to many other nations, our wines, copper, fruits, fish and wood products are sold in developed markets that will require sustainable production processes.

In order to achieve our goals we are currently developing the Energy Efficiency Strategy for 2020. At the moment a draft proposal is being reviewed by key actors from the private and the public sectors who will be involved in the actual implementation of the strategy. The main objective of this process is to promote a broad discussion of the specific proposals, introduce appropriate improvements and gain comprehensive support for the energy saving goals contemplated in the strategy.  The official version of the E3 will be published after completion of this discussion period, hopefully by the end of November 2010.

Other challenges for this year include the implementation of the rest of our institutional framework, which will be completed by the creation of the Chilean Energy Efficiency Agency, a public-private non-profit entity that will implement the Ministry’s public policies. It will be funded mainly through public funds but will include private sector representatives in its board. The focus of the Agency’s work will be guided by the E3 strategy; however, we shall also aim at developing other important projects such as education. We strongly believe that a crucial driver for change in these matters is highly-skilled human resources. Therefore, education in schools, undergraduate and post-graduate education is needed to introduce strong energy efficiency programs. Other important aspects of energy efficiency lie in smart-grid and net-metering programs.

Another main priority for 2010 is the development of energy efficiency labelling for cars, new houses and domestic appliances. Labelling is currently mandatory for refrigerators and light bulbs, and we aim to expand this initiative so consumers have all the information available to make the right decisions.

We also want to continue growing our international alliances and cooperation. We have already executed collaboration agreements with several countries and organizations worldwide, and we will work to strengthen and deepen those relationships. Energy Efficiency is a global effort that can be fostered by exchanging best practices that will benefit consumers, industries and countries all over the world.

The China and Developing States, the full name of the G77 that purports speaking for 130 out of the 192 UN Member States, is a UN charade – simply, because there never was a common interest among all these various States Now, with China becoming at least a G2 with the United States, if not the straight Global Economic Super power, for her to use the leadership of this rag-tag bunch and push into leadership positions at the UN – Libya, Zimbabwe, Sudan etc. resulted in turning the whole UN into a laughable enterprise. Bravo to little Palau that walked out on this continuous obstructionist committee circuit that calls for time-out whenever the UN tries to reach some decision. We watched them at climate Change meetings where Saudi Arabia is their representative.

Perhaps there was once s difference between the industrialized European  – North American countries plus Japan, and the rest of the world – this when the UN was created and the decolonizing process was giving birth to many new UN Member States – in effect multiplying by three the total number of global independent States, but since then much has changed.

The Latin ABC, Mexico, Korea, Turkey, India, Indonesia, South Africa have all knocked successfully at the corporate doors of development and entered the G20. The OECD club includes most of these G20 plus most EU States and Israel that is a perpetual  G77 pariah. They have now real interests to defend and not much time for posturing – so we will see slowly a realignment also at the UN. OK, China and South Africa will not want to give up their positions as leaders of the 130. It keeps some of their diplomats in the circuit and the UN will continue the fiction, but how long hence that the AOSIS/SIDS will still play this game? When will they see that Palau was indeed a trailblazer? Will the lack of action on Climate Change by some of the major OECD members who effectively joined the Saudis in opposing real action on climate, push these States back into the G77 arms?

Chile Threatens to Split South Unity in World Body.

UNITED NATIONS, Jul 7 (IPS) – The Group of 77 (G77) has historically maintained a united front, vociferously protecting the economic interests of developing countries at the United Nations. But its longstanding solidarity is now being threatened by the continued presence of a single Latin American country which recently joined the ranks of a rich elitist group.

Chile, which was formally inducted last May into the 30-member Organisation for Economic Cooperation and Development (OECD), described as an exclusive club of industrial nations, has given no indications of leaving the G77, thereby triggering a sharp division of opinion among its 130 members. “Chile wants to have it both ways,” one G77 member told IPS, speaking on condition of anonymity. “It wants to have one foot in the OECD and another in the G77. But this is unacceptable to some of us.”

When Mexico and South Korea broke ranks with the developing world and joined the Paris-based OECD back in 1994 and 1996, respectively, both countries quit the G77, the largest single coalition of developing countries at the United Nations.

Chakravarti Raghavan, editor emeritus of the Geneva-based South-North Development Monitor published by the Third World Network, told IPS if Chile does not voluntarily quit the G77, the group must find a way around its longstanding convention of consensus decisions, and “politely but firmly throw Chile out”.

“This will be in line with the spirit and the intentions behind the formation of the Group of 77 and its functioning over all these years,” he added.

“It is probably about time that the G77 being an informal grouping expel Chile – on the simple ground that you can’t belong to two different groupings,” said Raghavan, who is considered a foremost authority on the G77, and who has written extensively about the Group since its inception in June 1964.

“It is my impression that Mexico, when it joined OECD, initially wanted to be in both camps, but was told it was not possible,” he added.

On North-South economic issues at the United Nations, the G77 and the OECD hold diametrically opposite views – most or all of the time.

The OECD is home to some of the world’s major economic powers, including the United States, Britain, Germany, France and Japan. Most of the emerging economic powers, including Brazil, India, China and South Africa, are longstanding members of the G77 and not members of the OECD.

But according to the OECD, it is planning to have discussions with Brazil, China, India, Indonesia and South Africa – all active members of the G77 – “with a view to possible membership”.

The G77 has lost four other members over the years: Cyprus and Malta (both in May 1994) and Romania (January 2007) when they joined the European Union.

A fourth country, Palau, a small island developing nation in the Pacific, withdrew from the G77 in June 2006, ostensibly for financial reasons.

Besides Chile, Mexico and South Korea, the OECD has also added three other non-G77 members into its ranks: Estonia, Slovenia and Israel.

Speaking off-the-record, a diplomat from a G77 country expressed a dissenting point of view when he told IPS: “There is nothing in the G77 rules or guidelines stating that an OECD member has to quit the G77.”

He said Chile is well within its rights to remain a member of the G77.

“And, while there may be a few in G77 who may not be pleased about Chile remaining in the G77, there are no serious moves afoot to push them out of the grouping,” he said. “Most of us, support Chile remaining in the G77. There will be strong resistance from a number of us if anyone tries to eject Chile from the G77.”

And as an after-thought, he added: “The OECD had made leaving the G77 a condition for Mexico’s entry into the OECD. However, when Chile was applying to the OECD, there was no such condition.”

Moreover, he said, Mexico stated that leaving the G77 should not be a condition for Chile’s entry.

Another G77 delegate told IPS that if Chile does not voluntarily leave the Group, as Mexico and South Korea did in previous years, a divided G77 may be forced to take a decision either way.

Meanwhile the former G8 – the United States, Britain, France, Germany, Italy, Japan, Canada and Russia – has been expanded into the G20 to include seven developing nations (besides Australia, Mexico, South Korea, Turkey and the European Union).

The seven developing countries – Argentina, Brazil, China, India, Indonesia, Saudi Arabia and South Africa – are still members of the G77.

Chile has argued that G77 members that belong to the G20 should be considered in the same light as G77 members belonging to the OECD. But the G20 is not considered a formal body like the OECD, which is treaty-based and whose decisions are binding on all its members.

According to an OECD statement, the invitation to Chile to become the Organisation’s 31st member came at a time when the OECD is expanding its relations with the region.

As an OECD member, Chile will participate in all areas of the OECD’s work, from economic and financial policy to education, employment and social affairs. It will also join with other OECD countries to share experiences and best practices, setting new standards and developing new governance mechanisms for its economy and society more broadly.

The statement said that during two years of accession negotiations, Chile was reviewed by some 20 OECD committees with respect to OECD instruments, standards and benchmarks.

The invitation to take up membership confirms that Chile is taking appropriate steps to reform its economy including in the areas of corporate governance, anti-corruption, and environmental protection, the statement said.

It took 4 years of negotiations to bring about this unanimous G-192 decision of the UN General Assembly establishing the UN Women or this unwomen new UN window. You guess – there was a resistance from some at the UN regarding the need for protecting women by giving them their own UN organization – and at an Under Secretary-General level to boot. Obviously, the issue was not money – that comes from Scandinavia – but the fact that it will suggest rights for women in some countries that like to think they are UN Member States from the South.

So, what will it do? Obviously – it was for a UN entity for Gender Equality and Empowerment of Women which gives the acronym – UNEGEEW. How is this for a name? Is UNWOMEN any better? Should they use rather the French version of the name ONU Femme because this gives ONUFEMME which sounds better then UNWOMEN – like a perfume.

Really, after 4 years of talking about women, the UN coffee clutch has managed to undo the subject with unwomen? Will it then be shoved out the door by using a UN quota system to give the job to someone from a culture that does indeed unwomen its women and hope for progress?

These last two weeks we participated at two important meetings of Business Women and women that find ways to advance in society. Will these outside-the -UN organizations be allowed to mentor the new UN baby?

UNITED NATIONS, July 2 — As UN Women, the world body’s so-called Gender Entity, was birthed Friday in the General Assembly, Inner City Press learned for a well placed Mission about six of the eight candidates for the Under-Secretary General position at the top of UN Women.

These are the Rwandan foreign minister, Louise Mushikiwabo, UN gender advisor Rachel Mayanja (nominated by Gabon), a Malaysian official who heads up the gender work of the Non Aligned Movement, officials from Tunisia and Norway and, Inner City Press is told, Sri Lanka’s Radhika Coomaraswamy.

The biggest donor, assured for that reason a seat on the Executive Board, is said to agree that the USG should come from the Global South. So the Norwegian, it seems, has little chance.


UN’s Ban and Bachelet, UN Women not shown

Earlier on Friday, Inner City Press asked UN Deputy Secretary General Asha Rose Migiro to name the candidates, since she had said the process would be open and transparent. Eight countries, she said, have submitted names, including one country naming another’s national. She gave as an example the United States nominating her. “Have they?” Inner City Press asked. No, she said.

Not on the list is Michelle Bachelet of Chile. Some say she wanted UNICEF and is miffed. Others say she will only take it if offered: i.e., if it is not a competitive process.

New pact to let European public track pollutants.

The 17 states that have ratified the Protocol on Pollutant Release and Transfer Registers are: Albania, Belgium, Croatia, Denmark, Estonia, Finland, France, Germany, Hungary, Latvia, Lithuania, Luxembourg, the Netherlands, Norway, Slovakia, Sweden and Switzerland. The European Commission is also a party.

GENEVA (Reuters) – Friday, July 2, 2010 – European citizens will be able to find out what dangerous substances are emitted in their neighborhoods under an environmental treaty to go into effect in 17 countries in October, the United Nations said on Friday.

Participating states will have to issue public inventories of major pollutants that their industries, traffic, agriculture and enterprises spew into the air, soil and water, including greenhouse gas emissions that contribute to climate change.

Some 86 categories of substances — ranging from mercury and other heavy metals, benzine, asbestos, pesticides including DDT, and dioxins — are covered under the pact.

“These inventories are made available to the public over the Internet and generally also through a downloadable map that helps people identify major pollutants that are traveling through their neighborhoods to discover what is in their backyard …,” Michael Stanley-Jones, an environmental expert at the U.N. Economic Commission for Europe (ECE), told reporters.

“It doesn’t cover all chemicals, but it does cover the major releases of chemicals,” he said.

The pact, signed in 2003 by 36 countries, enters into force on October 8 after being ratified recently by a 17th country (France), according to the Geneva-based agency. It is open to all U.N. member states for ratification.

“It is truly a global instrument, part of a global movement initiated in the 1980s after the major accidents in Bhopal and Chernobyl,” said Stanley-Jones.

A catastrophic industrial accident in central India killed nearly 8,000 people in 1984 when tons of toxic gas leaked from a pesticide plant of Union Carbide, a subsidiary of Dow Chemical Co, the largest U.S. chemical maker.

The Chernobyl disaster in Ukraine in 1986, the world’s worst civil nuclear accident, sent radiation over most of Europe.

The protocol to the 2001 Aarhus Convention enables citizens to voice concern over pollution to industry or regulators.

“As the major greenhouse gas pollutants are included in the protocol, this will give decision-makers and the public powerful new tools for identifying the major industrial sources of greenhouse gas emissions,” Stanley-Jones said.

“Major exceptions are for national security (facilities) and also the nuclear industry — radioactive substances are not covered by the protocol,” he said, noting that countries may add further substances and facilities to their national registers.

Countries outside of Europe, including Chile and Mexico, have developed their own registers and China’s industrial region of Shanghai is also drawing one up, according to the expert.

Hamas’ Turn to Demolish Palestinian Homes.

RAMALLAH, May 25, 2010 (IPS) – On Sunday approximately 150 Palestinians from 20 families were driven out of their homes in Rafah, in the southern Gaza strip, by heavily armed police and soldiers who menaced them with clubs.

The difference this time was that it was not the Israeli Defence Forces carrying out evictions and demolitions but Hamas security forces, including policewomen with their faces veiled.

Reporters trying to cover the event were barred by Hamas police.

Many of those expelled had already lost their homes and been forced into the streets when Israel carried out its brutal military assault over the coastal territory, which deliberately targeted Gaza’s infrastructure, during Operation Cast Lead at the end of 2008 and the beginning of 2009.

Some of the homes destroyed on Sunday were temporary shacks built hastily after the Israeli assault. Other homes were concrete structures built prior to Israel’s crippling blockade, imposed on Gaza after Hamas took control in June 2007, which has prevented most reconstruction material from entering the territory.

The Hamas authorities argue that the homes were built on government land and without permission. Residents claimed they had been sold permits by a local landowner.

This is an explanation West Bankers regularly hear from the Israelis before Palestinian homes and buildings in the West Bank are destroyed, albeit the territory is illegally occupied by Israel whereas Hamas is a democratically elected government and the Gaza strip is Palestinian land.

Nevertheless, the harshness of the actions under the current conditions provoked anger from Gazans and condemnation from human rights organisations.

The Palestinian Centre for Human Rights in Gaza expressed “its grave concern over these demolitions, which constitute a violation of civilians’ rights to adequate housing. These violations may affect an additional 180 houses in Rafah in the future.”

Meanwhile, attempts by the U.N. Relief and Works Agency (UNRWA) to provide some summer fun and entertainment for Gaza’s traumatised children suffered a setback when one of its recreational facilities was torched after 30 armed and masked men attacked the facility on Monday.

UNRWA released a statement saying, “The location is one of 35 beach facilities under construction, which will form part of UNRWA’s annual Summer Games programme for over 250,000 refugee children in Gaza, due to commence on Jun. 12.”

Before leaving the gunmen left a letter – containing threats against UNRWA officials and its director of operations in Gaza John Ging – and three bullets in the pocket of the security guard who was handcuffed and beaten with rifle butts.

Ging condemned the incident and said that “UNRWA will not be intimidated by such acts and will quickly rebuild the location in good time to host the Summer Games.”

Extremists in Gaza have expressed disapproval at the Western influence of UNRWA as well as some of its activities, including teaching girls swimming, fitness and dancing.

The Hamas authorities have been battling increasing incidents of Islamic extremism which have targeted beauty salons, coffee shops, Internet cafes, the YMCA and a Red Cross convoy.

Groups with links to al-Qaeda have also launched attacks against Hamas’ security forces. A shootout between Jund Ansar Allah and Hamas police last year in Rafah left more than 20 dead.

The Israeli daily ‘Haaretz’ reported on Monday that it is in possession of documents, sent by a group of Yemeni Shi’ite separatists who oppose al-Qaeda, which “point to regular, direct contact between the al-Qaeda organisation in that country and supporters in the Gaza Strip.”

“The Shi’ite rebels who passed the latest communication, and several previous ones, to Haaretz, are demanding Yemeni government’s recognition of their civil rights. They are keen to distinguish themselves from al-Qaeda,” said the daily.

The Israeli military has for some time warned of growing links between al-Qaeda elements and Gaza extremists. These links have involved the smuggling of weapon caches from Egypt’s Sinai peninsular into Gaza. Some of the caches have been uncovered by Egyptian security forces.

Although the Hamas authorities have cracked down on Islamic extremists, Gazans who tried to hold a protest march against the arson attack on the UNRWA facility were forcibly turned back by Hamas police.

This suppression of civil liberties came as the Hamas authorities simultaneously prevented a human rights workshop to discuss rights and freedom in the Palestinian territories from being held at a Gaza hotel on Monday.

The Palestinian Independent Commission for Human Rights lashed out at the decision.

Mustafa Ibrahim, a jurist on the commission, said the hotel management had received a phone call forbidding the workshop.

“The decision to bar the event is an unprecedented interference in the work of human rights organisations. NGOs are not required to obtain a permit or seek the government’s permission to hold workshops,” said Ibrahim.

Better Place launches switchable-battery electric taxi project in Tokyo

The Tokyo Electric Taxi Project marks another important technological milestone in the development of the Better Place EV network and demonstrates that battery switch technology provides the optimum solution for transitioning taxi fleets around the world to electric vehicles.

Japan’s Ministry of Economy, Trade, and Industry commissioned Better Place to conduct a demonstration of the company’s battery switch technology, in partnership with Nihon Kotsu, Tokyo’s largest taxi operator, in a real-world application with taxis that will be in service nearly around-the-clock for a 90-day period.

The battery switch technology demonstrated in the Tokyo Electric Taxi Project allows taxi drivers to exchange a depleted battery with a fully charged one in less time then it takes to fill up at an LPG station. This enables the drivers to return to service with minimal downtime and makes electric taxis a viable option for taxi operators, which in turn benefits urban communities by removing a significant portion of harmful tailpipe emissions.
