With just two more days left for the fifth week of New York Informal-Informal, many negotiators welcomed the opportunity to get down to resolving tough issues in  smaller groups. “We’ve spent the last few days making a mess of the text” one delegate observed, “now our job is to clean it up, or at least present clear options,” writes the KIMO Report.

The issue we are following closest stands now at:

The US and the G-77/CHINA reserved on establishing a high-level representative for sustainable development and future generations, while the EU, LIECHTENSTEIN, MEXICO and SWITZERLAND supported the idea.

WE ATTRIBUTE HIGHEST IMPORTANCE TO THE FACT THAT MEXICO IS BACKING ALL OF WESTERN AND CENTRAL EUROPE PUSH FOR A HIGH LEVEL REPRESENTATIVE FOR SUSTAINABLE DEVELOPMENT AND FUTURE GENERATIONS.  This is our former High Commissioner for Future Generations!

THE FACT THAT THE US AND CHINA/G-77 “RESERVED RATHER THEN OPPOSED,” LEAVES THE IMPRESSION THAT IF NOT SOLVED IN THE LAST TWO DAYS – THIS IS ONE OF THE ISSUES TO BE SETTLED AT THE G-20 MEETING IN MEXICO – and we bless on that – so be it –  and all of the Heads of State meeting at Los Cabos can then continue to Rio with a winning card in their vest pocket.

Further, the configuration in Europe reminds us of the situation at the first meeting in Rio (1992) when the EU of then, was joined by the outsiders – Austria, Switzerland and Liechtenstein (Austria was not yet in the EU those days) and they were joined by the  second US delegation – the US Senate delegation headed by Senators Al Gore and Timothy Wirth, into a winning triumvirate led by Chair Maurice Strong.

Today Civil Society having been made into an adjunct of the UN, could be placed in the shoes of that previously revolutionary US Congressional group – this at a time of much closer relations they would have today to the US Presidency as it was in 1992. So, let’s hope that  Los Cabos decisions of the G-20 will be to answer the need for a new structural addition to the UN architecture could be indeed such a SMALL OFFICE of a High Commissioner by any name, which will also allow the SDGs to come in as the new MDGs, and further power given to ECOSOC so it performs as a Sustainable Development Commission, with UNEP in Nairobi left in charge of the technical aspects of the Environment and getting a stronger executive to make sure that all is taken seriously.
