UNDP methodology for assessing investment & financial flows to address climate change.

Dear colleagues,

UNDP recently commissioned a Methodology Guidebook and Reporting Guidelines for the Assessment of Investment & Financial Flows to Address Climate Change. These are “living documents” that will be revised based on the experiences of countries in using the guidance. Your expert comments are also invited. To download the documents, please visit: http://www.undpcc.org/content/inv_flows-…. The materials are currently being translated into French, Spanish, and Russian.

We would also like to acknowledge our donors, who made these materials possible: the governments of Finland, Switzerland, and Norway, the United Nations Foundation, and UNDP.

Background:

Nineteen countries participating in the UNDP Environment & Energy Group (EEG) global project, “Capacity development for policy makers to address climate change” will undertake analysis of investment and financial flows (I&FF) for selected key sectors over the next six to 10 months. The analysis of I&FF for greenhouse gas mitigation and climate change adaptation can be an important activity for the development of effective and appropriate national responses to climate change. First, because it is important for countries to have a long-term perspective on what activities to address climate change will mean in terms of additional costs or investment shifts for key sectors; and second, because it is also critical to be able to understand what are the relevant sources of finance and investments needed for developing specific policies and articulating the related needs.

To assist the countries in this process, UNDP commissioned the Methodology Guidebook and Reporting Guidelines.
