We Received The Following Information From Jake Schmidt and It Seems To Be An Attempt To Bring Back The US To The Climate Negotiations By Creating A Way To Involve The Private Enterprise As Investors With A Minimum Government Umbrella.
We Ask If This Is Also A Main Input For The Bush Administration Suggested September Meeting In Washington DC? Will This Also Be An Input For The Ban Ki-moon September UN High Level Meeting In New York? Will The Attention Shift To Preserving The Capability Of Forests To Absorb The CO2 Emissions From The Efforts To Decrease These Emissions - And By Doing So Get Better Reception From The Oil&Coal Interests? As You Can See, We Are Interested In Looking Closer At The Propsals To Be Unveiled On August 30, 2007 At The Vienna Meeting.
The Center for Clean Air Policy (CCAP) will unveil a new approach to reducing emissions from deforestation and degradation in developing countries (REDD) in a post-2012 international agreement at a side-event during the UNFCCC meeting in Vienna 30 August 2007 from 1-3pm.
This innovative proposal—the “Dual Markets” Approach—bridges the gap between previous competing frameworks. We will propose creating a new market for REDD–not directly linked to the post-2012 global carbon market– combined with Annex I commitments to achieve a portion of their post-2012 targets through this REDD-only market. This approach encourages the development of a carbon market for REDD that generates private-sector investments, while minimizing risks to the existing carbon market. It also signals strong demand for deforestation reduction offsets, which will enable developing countries to make necessary policy changes and create programs to generate and sell reductions from avoided deforestation. This proposal was developed in CCAP’s Future Actions Dialogue. The attached document provides more detail on the event.
Ned Helme, President of Center for Clean Air Policy will present CCAP’s paper Reducing Emissions from Deforestation and Degradation: The Dual Markets Approach. This will be followed by panel discussion with leading climate negotiators.
