Ethanol is a prime fuel with an octane value of 104. When mixed with
gasoline it increases the octane value of the mixture.
In effect each 3% ethanol in gasoline increase the value of the mixture
by one point - thus when going from low octane cut at the petroleum
refinery to an acceptable level of usable unleaded gasoline in a motor
vehicle, one can do this mixing a 10% ethanol - 90% oil product. Had
one achieved this octane value via petroleum products alone - we would
have spent 6% more crude in the reforming process. So, we see the
economics, and the saving in petroleum are much larger then the
substitution would suggest at first blush.

Further, for half a century, the higher octane value of alcohols was
known to car racing drivers - THEY USE ALCOHOLS at the Indy racetrack!
