The run-up includes, June 9, 2005, p.m., a panel discussion on
“Terrorism: A challenge to civilized society” moderated by Mr. Nicolas
Michel, Under-Secretary-General, the Office of Legal Affairs - to
include
experts from Spain, the Council of Europe, Thailand, Mr. A.E. Seif
El-Dawla
for the Security Council, and Mr. Thomas E. McNamara, former US
Ambassador-at-large for Counter-Terrorism. treaty@un.org
September 14-16, 2005 the UN General-Assembly will listen to a long
list of
Heads of State and Heads of Governments, speak on the implementation of
the
MDGs and in parallel, 32 treaties were chosen for special attention.
Nine
of these treaties are still open for signature, the rest can be
accessed to.
These treaties were written up in a book form “Focus 2005: Responding
to
Global Challenges - Multilateral Treaty Framework: An Invitation to
Universal Participation”. The book was launched by the Chief of the
treaty
Section.
The treaties includes 9 treaties on Human Rights, 2 on Refugees, 3 on
Penal
Matters, 3 on Terrorism, 4 on Organized Crime and Corruption, 4 on
Environment, 2 on Law of the Sea, 2 on Disarmament, 1 on Health, and 1
on
Law of Treaties.
Included is the 2005 new Convention for the Suppression of Acts of
Nuclear
Terrorism, and the old but not yet fully accepted, December 9, 1948,
Convention on Prevention and Punishment of the Crime of Genocide.
For our web, of special interest are the October 31, 2003 UN Convention
against Corruption, and the December 11, 1997 Kyoto Protocol to the
UNFCCC,
included in the Environment section. Let us hope that the presence of
Heads
of State might also promote this last topic and clarify to the
assembled
that this is not a mere environment issue but rather a question of
survival
